Anna Quarrels (Rhonda Griffin), librarian in the Rare Books Room, is approached by Mr. Jamison from the University of Chicago who wishes to study Mary Shelley's original manuscript for "Frankenstein; or, The Modern Prometheus". After he's finished, Anna is about to return the manuscript to the stacks when she discovers that Jamison has switched blank paper for the manuscript and walked out of the library with it. Investigating, she learns he used a fake I.D. to access the Rare Books Room and so hires Private Detective, David Raleigh (Justin Lauer) to track him down. David finds fingerprints on the sign-in sheet and discovers the man claiming to be Jamison is really Dr. Winston Berber, an unscrupulous scholar with doctorates in Physics, Mathematics, Folklore, and Philosophy. Berber (Bill Moynihan) is meanwhile gloating over his collection of rare manuscripts; along with the Shelley manuscript, he has obtained the originals of Guy Endore's "The Werewolf of Paris" (1933) and James Putnam's "Mummy" (1993). He now seeks the first edition of Bram Stoker's "Dracula" (1897) to complete his collection. Berber has invented an "Archetype Inducer" and plans to use the manuscripts to bring the four greatest monsters from horror history to life to do his bidding.

The movie begins with son Eddie feeling homesick for Transylvania. Herman decides a "good old Transylvanian Christmas" is what his troubled son needs to get in the mood for the holidays. Together with the family - including Lily, Grandpa and Marilyn, he sends out invitations to the entire Munster family, including Wolfman, Mummy, and the Gill-Man. Herman also asks for a raise from his boss and is fired, taking on other jobs such as modeling nude for an art class, donating blood, and wrapping presents. Meanwhile on Christmas Eve's eve, one of Grandpa's experiments has gone awry, accidentally transporting Santa Claus and his elves to the Munster Mansion. Christmas faces ruin as there is no way to send Santa home, and the entire family must find a way to save Christmas. Meanwhile, Marilyn falls in love and Lily enters a home decorating contest, with nosy neighbour Edna Dimitty (from the previous Munster movie Here Come The Munsters) causing trouble. Eddie also faces trouble at school from bullies.

On arrival they find that Marilyn's father, Normann Hyde, is missing, and her Mother (Herman's sister) Elsa Hyde is in a coma. Marilyn details this in the letter but Spot burned the mail (and the letter carrier) so this comes as a surprise to the Munsters.

As he warns the captain of danger, he tells how he made his creature in the Switzerland of 1818 by way of chemical and biological construction which the creature is a clone (of sorts) of Frankenstein himself, establishing a psychic bond between Creator and his Creation.

In a small suburban town, a group of university students--Mark Loftmore (Zach Galligan), China Webster (Michelle Johnson), Sarah Brightman (Deborah Foreman), Gemma (Clare Carey), James (Eric Brown) and Tony (Dana Ashbrook)--visit a mysterious wax museum, where they encounter several morbid displays, all of which contain stock characters from the horror genre. Tony and China unintentionally enter two separate pocket worlds, as depicted by the waxwork displays, by crossing the exhibition barrier rope. Tony is at a cabin where a werewolf (John Rhys-Davies) attacks him. A hunter and his son arrive and try to kill the werewolf. The son fails and is torn in two, while the hunter shoots the werewolf, and then shoots Tony as he begins to transform into a werewolf. China is sent to a Gothic castle, where vampires attack her and Count Dracula (Miles O'Keeffe) turns her into a vampire. Two of the other students, Mark and Sarah, leave the waxwork unscathed. Later, Jonathan (Micah Grant), "a college jock", arrives at the wax museum, looking for China, but The Phantom of the Opera display gets his attention as David Lincoln (David Warner) walks him into the display. Mark goes to a pair of investigating police detectives, Inspector Roberts (Charles McCaughan), and meets Lincoln as he lets Roberts investigate the waxworks. As Mark and Roberts leave the Museum, Mark recognizes Lincoln.

Every year, all of the classic Hollywood monsters (consisting of Frankenstein's monster, his wife Repulsa, a Mummy, the Witch Sisters, Bone Jangles the Skeleton, Dr. Jekyll/Mr. Snyde, Swamp Thing, and Dragonfly) gather at Count Dracula's castle in Transylvania for the "Monster Road Rally", an ultimate road race similar to Wacky Races, awarding the winner with the "Monster of the Year" award as well as many other prizes only monsters would enjoy (and one prize — a trip to Hawaii — that none of the monsters want). This year, however, Dracula receives a postcard from the Wolfman stating that he has retired to Florida and will not be participating.
