Captain Harris finally finds the goods he needs to push Commandant Eric Lassard out at the Police Academy: he is one year late for mandatory retirement. But before he retires, Lassard is chosen as "Police Officer of the Decade", and brings his favorite graduates—Sgts. Hightower, Jones, Tackleberry and Hooks, Lt. Callahan, and new graduate Officer Thomas "House" Conklin—to the National Police Chiefs Convention in Miami Beach to celebrate with him. While there, they meet his nephew, Sgt. Nick Lassard of the Miami Police Department. Lassard unwittingly takes a bag belonging to jewel thieves containing stolen diamonds.

The film begins in a large garage structure, where Cpt. Proctor (Lance Kinsey) and Commandant Mauser (Art Metrano) meet up with former Police Academy cadets, (now Sgts.) Chad Copeland (Scott Thomson) and Kyle Blankes (Brant van Hoffman). It seems one of the two Police Academy schools is getting the axe due to the state government's unwillingness to finance two academies, and Mauser wants Copeland and Blankes to make sure Lassard screws up. The men agree to the plan, knowing this may be their only chance at revenge at Lassard for (somewhat deservingly) graduating them at the bottom of their class.

Jesse Huston (Sharon Stone) hires Allan Quatermain to find her father, believed lost on an expedition to find the fabled King Solomon's Mines. Together with his companion, the mysterious Umbopo, they penetrate unknown country, following a map believed to be genuine. It transpires that Professor Huston has been captured by a German military expedition on the same quest, led by Bockner (Herbert Lom), a single-minded knackwurst-munching, bald-headed Colonel and a ruthless Turkish slave-trader and adventurer, Dogati (John Rhys-Davies). The movie follows J.T. Striker, a Soldier of Fortune (Tony Anthony), who has been hired to assemble a group of professional thieves to retrieve the gems which are hidden inside two of the remaining four Mystical Crowns. Striker braves a mysterious magical cave in which skeletons and spears appear and jump out at him. He discovers a scroll in one of the crowns in the cave, which tells him that the fourth crown had disappeared long ago. He denies that the gems are magical or even valuable. He succumbs to the belief eventually and sets off to find the last two crowns, which are being held inside a heavily guarded compound that is the home of a cult led by the evil Brother Jonas. Striker's team suffers casualties from booby traps as it performs a dangerous acrobatic commando raid on the room where the crowns are kept. Striker retrieves the gems from the two magical crowns, and the magic makes his head literally spin. His face becomes half deformed, like that of Two-Face. Striker shoots fire from his fingers, melting the henchmen, their weapons, and Jonas. After, the film cuts to a shot of a boggy swamp, where a large pile of slimy brown sludge rises from the swampy water. A head like that of a moray eel with crystal blue eyes shoots towards the screen for a 3-D effect, setting up for a sequel that never happened.

The story is about Alec McCall (Matthew Modine), a spy, who teams up with Clements, a chimp, to save the day. He has a change of heart when his boss, Flick, turns out to be bad and wants to perform experiments on the chimp. These experiments are to create chimp soldiers for the highest bidder. McCall takes Clements away on the run to his hometown where they meet a genius boy named Michael (Seth Adkins). Michael wants to impress a girl by playing on the football team. The coach (Jeffrey Tambor) allows him on the team only if he tutors the star players who are on the brink of being kicked off due to bad grades. Meanwhile Flick sends his goons out to find the chimp. Michael's single mom, a computer programmer, has her eye on McCall who rents out a room from her. She does not know about Clements, but Michael does. After the goons fail to get the chimp, Flick goes to get Clements himself by breaking in gassed Clements and Michael. Flick takes them back to his headquarters so the doctor (Gilbert Gottfried) can perform his experiments. McCall rescues them and they head back for the Homecoming football game. Michael hopes to play in order to impress the cheerleader he likes. Soon the bad guys show up and dress as football players to play in the game and get Clements. Clements and McCall join the team to stop Flick from winning. Michael wins the game and Flick is arrested for animal cruelty. Michael gets the girl and McCall gets Michael's mom. The movie ends with hope for the future.
