The film opens as King Cromwell (Richard Lynch) and his men land ashore of Tomb Island in search of Xusia of Delos (Richard Moll), a long-dead sorcerer who may be the key to overthrowing his rival King Richard, whose land of Ehdan is the richest in the world. The film begins with the Munster family making a visit to the wax museum. They take a picture of themselves standing next to their wax replicas. When the family leaves, the statues in the museum (which are actually robots) mysteriously come to life and begin wreaking havoc across the city. Herman and Grandpa are then arrested for various crimes they did not commit and try to clear their names in time for the Halloween celebration at the Munster home.

Steve Rogers is a character in contemporary times whose father was a 1940s government agent. The very patriotic attitude of Steve's father earned him the nickname Captain America, and his father is spoken of as having been murdered. Rogers, a former Marine now making what little living he makes as an artist, is inspired by this story to sketch a super-hero. After receiving potentially fatal injuries in an accident, he is administered an experimental chemical called the FLAG — Full Latent Ability Gain—formula (at one point referred to as a "super-steroid") which not only saves his life but also enhances his body with heightened strength and reflexes. These new abilities lead Dr. Simon Mills (Len Birman), the research biochemist and intelligence official who had told Rogers about his father, to recruit him and give Steve a costume based on his drawing. As Captain America, he also makes significant use of a specialized reconstruction of the van he has been driving, out the rear of which can be launched a modified motorcycle. Its functions include a rocket thrust for a fast start out of the van, a jet boost for increased speed, a setting to allow the bike to be ridden with less noise for stealthier movement and a hang glider structure which can allow the bike to glide to the ground with some forward momentum, although it must be jettisoned upon landing.

"Big" Jim Stevens, undisputed boss of the Chicago underworld, gets an unexpected birthday present from his ambitious lieutenant, Guy Gisborne. Instead of a stripper popping out of the cake, Big Jim gets shot by all the guests. With the mob boss out of the way, Gisborne takes over. He orders all the other gangsters in town to pay him protection money, but declares it's still "All for One." A Mexican village is periodically raided for food and supplies by Calvera (Eli Wallach) and his bandits. As he and his men ride away from their latest visit, Calvera promises to return to loot the village again. Taking what meager goods they have, the village leaders ride to a town just inside the American border hoping to barter for weapons to defend themselves. While there, they encounter Chris Adams (Yul Brynner), a veteran Cajun gunslinger. After listening to their tale, Chris suggests that the village hire gunfighters, which would be cheaper than guns and ammunition. The village men relentlessly try to convince him to be their gunman. At first he agrees only to help them find men, but later he decides to recruit six other men to help him defend the village, despite the poor pay offered.
