The film follows Chávez's efforts to organize 50,000 farm workers in California, some of whom were braceros—temporary workers from Mexico permitted to live and work in the United States in agriculture, and required to return to Mexico if they stopped working. Working conditions are very poor for the braceros, who also suffer from racism and brutality at the hands of the employers and local Californians. To help the workers, César Chávez (Michael Peña) forms a labor union known as the United Farm Workers (UFW). Chávez's efforts opposed, sometimes violently, by the owners of the large industrial farms where the braceros work. The film touches on several major nonviolent campaigns by the UFW: the Delano grape strike, the Salad Bowl strike, and the 1975 Modesto march.

On a beach in Australia, two American surfers say goodbye to each other as one is about to leave for his flight back to California. The two men don't notice the large number of dead birds on the beach. On the flight, the surfer returning home starts coughing up blood and dies before the plane can land. Back in Australia, the other surfer is found dead in his apartment. Kayla Martin (Tiffani Thiessen) is a medical doctor with the Centers for Disease Control and Prevention (CDC) who has been assigned to the case. She and the local officials carry the body of the surfer out of the plane and start processing people to be put in quarantine until they can be evaluated for exposure. During the transfer, one of the passengers escapes to complete a business deal and unknowingly spreads the virus throughout Los Angeles. It is also revealed that outbreaks of the so-called "riptide virus" (as it comes to be known), an offshoot of the bird flu, are occurring in other cities around the world.

When Nicola Anders (Winona Ryder), the star of out-of-favor director Viktor Taransky's (Al Pacino) new film refuses to finish it, Taransky is forced to find a replacement. Contractual requirements totally prevent using her image in the film, so he must re-shoot. Instead, Viktor experiments with a new computer program he inherits from late acquaintance Hank Aleno (Elias Koteas) which allows creation of a computer-generated woman which he can easily animate to play the film's central character. Viktor names his virtual actor "Simone", a name derived from the computer program's title, Simulation One. Seamlessly incorporated into the film, Simone (Rachel Roberts) gives a fantastic performance, exactly controlled by Viktor. The film is immediately a huge success.

As the team prepares, Deirdre meets with her ex-IRA handler, Seamus O' Roarke (Jonathan Pryce), who reveals that the Russian mob is bidding for the case and the team must intervene. An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.

In 1980, on the night he fails to win an Emmy Award, Matt Hobbs proposes to his longtime girlfriend Beth. He says the only thing holding him back is his dedication to his career, one which may not always work out, and Beth says that's one of the things she loves most about him. Little more than a year later, with a baby crying and no job for Matt, Beth is overflowing with resentment. By 1993, the pair have been divorced for several years and are living on opposite coasts. Matt auditions for a role in pompous, self-absorbed, and clueless film producer Burke Adler's new project but fails to get the part. He does however agree to chauffeur Adler occasionally. Matt flies to Georgia to pick up his daughter Jeannie for what he believes is a brief visit and discovers Beth is facing a prison term and Jeannie will be living with him for the duration of her sentence. The two return to Hollywood and struggle with their new circumstances and building a relationship (Matt hasn't seen the six-year-old since she was four). When Matt goes in to make a screen test for a lead in a film, he leaves Jeannie with a friend at the studio, and when he picks her up he's stunned to learn she's been cast in a sitcom. There are multiple sub-plots, including one focusing on Matt's relationship with staff script-reader Cathy Breslow and another concerning test screening analyst Nan Mulhanney and her tumultuous relationship with Adler. While a large part of the film is a satire of the film industry, it also skewers relationships from various angles.
