Jefferson Reed (Robert Townsend) is a mild mannered school teacher in Washington D.C. His neighborhood is terrorized by a local gang called The Golden Lords led by Simon Caine (Roy Fegan) and allied with drug lord Anthony Byers (Frank Gorshin). One night, Jeff steps in to rescue a woman from the gang only to end up running from them himself. Hiding in a garbage dumpster, he manages to escape. As he climbs out, he is struck down by a glowing green meteorite. His spine is crushed and he receives severe burns. A small fragment of the meteor was left over and taken by a mute vagrant named Marvin (Bill Cosby). Reed awakens several days later in the hospital, but when his bandages are taken off, he is miraculously healed of all injuries.

Goddard Bolt (Mel Brooks) is the callous CEO of Bolt Enterprises. Bolt shows little regard for other people's property or environmentalism, and has his eye on the slum of Los Angeles so he can tear it down. Max Devlin (Elliott Gould) is a shady landlord of a rundown tenement in Los Angeles who is rather jaded and callous towards his fellow man. One day while chasing an errant tenant, he is run over by a bus and killed. He descends into hell (which resembles a corporate business) and meets the Devil's chief henchman Barney Satin (read: Satan) (Bill Cosby). He is told of his life of sin and the fact that he is doomed to spend eternity at a section called Level 4. However, he is given a chance to save himself by convincing three other people to sell their souls in exchange for his. Max returns to Earth and begins his frantic quest with two months (ending on May 15) to complete his mission. Barney appears frequently throughout the movie to check up on Max's progress as well as both taunt and persuade him to carry out the plans. A running joke is that nobody, except Max, can see or hear Barney.

Amos Tucker (Conway) and Theodore Ogelvie (Knotts), a pair of bumbling holdup men now going straight, arrive in the "boom town" of Junction City to start anew. Things worsen when Amos and Theodore end up being suspected of the robbery and end up on the run from the town's feared lawman Marshal Wooly Bill Hitchcock (Mars), who developed a personal vendetta toward Amos and Theodore after they accidentally humiliated and injured the marshal on two occasions. To escape Hitchcock's vengeance, ditching their donkey Clarise as she was used by the robbers, the Amos and Theodore enlist in the US Cavalry at Fort Concho. But the duo's bunglings and a run-in with a now insane marshal, who found them by following Clarise, result in the fort being burned to the ground. The following day, the fort commander Major Gaskill (Morgan) is relieved of his position while Amos and Theodore are placed in a military jail.

Having spent a good deal of time enjoying the company of their newfound family and friends at Witch Mountain and intensively studying and practicing their supernatural powers, Tony and his sister Tia are in need of a vacation. Uncle Bené drops them off in their flying saucer at the Rose Bowl stadium in Los Angeles, California, after which the siblings quickly become separated from each other. A man named Dr. Victor Gannon (Lee) and his assistant Letha Wedge (Davis) happen to see Tony using his powers to save their henchman from certain death. Realizing that Tony has supernatural powers, Dr. Gannon drugs the boy with a tranquilizer shot and takes him back to their laboratory. There, Dr. Gannon successfully tests a new mind-control technology on him. Under its influence, Tony is completely hypnotized and does everything that his kidnappers want him to do, like stealing gold from a museum exhibit and stopping Tia from finding them. With Tony at his robotic bidding, Dr. Gannon hopes to achieve recognition within the scientific community and worldwide power, while Letha merely wants a return on her investment.

Oakland, California 1967: John "Goldie" Mickens, (Max Julien) a small-time black drug dealer and his best friend Slim (Richard Pryor) are in the middle of a shootout in a salvage yard after being set up during a botched drug deal. The film centers on the family of a scientist named Albert Dooley (Dean Jones) who struggles to pay the bills.
