During an archaeological expedition to Siam's volcanic Valley of the Tombs to find the lost secret of the Scorpion Kingdom, a device of great power, the Golden Scorpion, is discovered hidden inside a sealed crypt. While examining it, the device's quartz lenses are aligned and powerful energy beam erupts, causing an explosion, resealing the crypt. This allows young radio broadcaster and expedition member Billy Batson, who obeyed the warning on the crypt's seal not to enter, to be chosen by the ancient wizard Shazam. The wizard grants Billy the powers of Captain Marvel whenever he repeats the wizard's name. Captain Marvel's powers can only be used to protect those in danger from the curse of the Golden Scorpion. The crypt's entrance is quickly cleared, then Captain Marvel utters "Shazam"! and quickly resumes his Billy Batson alter ego.

Government agent Captain James Madison (Neil Hamilton) spots a man in Washington D.C. that he thinks is Otto Lieberman (Victor Varconi), a fugitive that caused an aircraft crash that killed eight people. Without Lieberman's knowledge, Madison manages to identify him by his fingerprints on a water glass. He then learns his address after having his regular cab driver, Chuck (Lyle Latell), follow him. Lieberman has now assumed the identity of Dr. Frederic Haskell and is working with Bruce Lane (Charles C. Wilson), a wealthy lobbyist suspected of dealing with foreign agents.

The police led by Captain McVeigh and the Assistant District Attorney James J. Horton are baffled by the disappearances of several young girls with some being found dead. Intrepid female newspaper reporter Nora Page's investigations reveal a link between the girls and the Crescent School of Fine Arts owned by gangster King Peterson, who is using the school as a front for a recruiting center for his nightclub "entertainers". Things become more complex when Nora's father is connected with Peterson and her boyfriend James Horton is photographed in embarrassing circumstances with a woman found murdered after the photo was taken.

Charlie Chan (Sidney Toler) is engaged by an heir to solve a mystery on a boat. Adam Stoddard (Warner Baxter) is a wealthy, easy-going family patriarch who falls on hard times after the death of his wife, Molly and a stock market crash in 1907, that wipes out his wealth. Bill Martin, graduate from Princeton University, is the proud owner of a small boulder of an island off the coast of Florida called "Morgan's Island." It is a deserted useless rock to Bill, but by pure chance he stumbles across a treasure map pointing to his island. The map is presented to him by a peg-legged old sailor, Tobias Clump, after Bill and his friend "Stuff" Oliver saves the man from drowning. Clump was pushed into the water by a "phantom," who also tore the treasure map in half and got away with one part. Clump tells them that the map shows the way to infamous buccaneer Sir Henry Morgan's twenty million dollar treasure.

A tragic accident occurs when a bus hits a high power line. The incident has claimed the lives of all on board, except for one Dan McCormick (Lon Chaney, Jr.), who survives because he is, surprisingly, immune to the deadly electricity. McCormick does a sideshow exhibit as Dynamo Dan, the Electric Man and is taken in by Dr. John Lawrence (Samuel S. Hinds), who wants to study him. Dr. Lawrence's colleague, mad scientist Dr. Paul Rigas (Lionel Atwill) has something else in mind, though. He wants to create an army of electrobiologically-driven zombies. He gives McCormick progressively higher doses of electricity until his mind is ruined and left dependent on the addicting electrical charges. This temporarily gives McCormick the touch of death, making him capable of killing anyone he touches by electrocution. After accidentally killing Lawrence, Rigas insures McCormick's conviction to see what will happen if he is sent to the electric chair. McCormick survives, and with a super charge in his glowing body he kills several people, including Rigas, before running out of electricity and dying.
