In a farmhouse in southern Italy, an old woman, the matriarch of an Italian family, dies. Her husband summons their three sons, each of whom are facing difficult personal problems, back to their farmhouse. One of their sons, Raffaele, is a judge living in Rome, who is presiding over a terrorism case for which he risks assassination, and is in fear of his life. Another son, Rocco, who lives in Naples, is religious and works as a counselor at a correctional institute for boys, so that he can fulfill his dream of helping troubled teenagers. The third son, Nicola, who lives in Turin, is a factory worker involved in a labour dispute as well as a failed marriage. At an unspecified future time, the United States is a police state. A substantial percentage of the population was wiped out by a devastating viral pandemic twenty years previously. Amidst the resulting chaos and general panic, democracy collapsed and a totalitarian cabal seized power. In 1975, 13-year-old Christiane Felscherinow lives with her mother and little sister in a small apartment in a typical multi-story concrete social-housing building in a dull neighbourhood in the outskirts of West Berlin. She's sick and tired of living there and has a passion for singer David Bowie. She hears of Sound, a new disco in the city centre, labelled as the most modern discothèque in Europe. Although she's legally too young to go there, she dresses up in high heels, wears makeup, and asks a friend from school, who hangs out there regularly, to take her, too. At the disco, she meets Detlef, who is a little older and is in a clique where everybody experiments with various drugs. At first she takes pills and LSD, and goes to a David Bowie concert in which she meets Babsi, a girl of her same age and tendencies, and tries heroin for the first time by snorting it. But soon after Christiane falls in love with Detlef, and in order to be closer to him begins using heroin on a regular basis, gradually delving deeper into the drug and ending up as a full-blown addict. After her 14th birthday her time at home is replaced with time spent at her cohorts' unkempt apartment, she is also drawn to the seedy Bahnhof Zoo scene, a large railway and subway station notorious for the drug and sex trade in its underpasses and backalleys. There she also begins prostituting herself, with handjobs at first, imitating her boyfriend who also sells himself to homosexual clients on a regular basis. She steals at home, too, sells all her possessions, and debases herself to abysmal levels. In one of the crudest scenes, Christiane is jumped in a filthy, blood- and urine-soaked cubicle by an older junkie who forces her to surrender her loaded syringe and proceeds to inject himself with it right in the neck in front of a terrorised elder woman who happens to be in the lavatories too., 1h44

Sally (Susan Sarandon) is a young waitress in an Atlantic City casino who has dreams of becoming a blackjack dealer in Monte Carlo. Sally's estranged husband Dave (Robert Joy) returns to her one day with the intention of selling a large amount of cocaine that he had stolen in Philadelphia and meets Lou (Burt Lancaster), an aging former gangster who lives in Sally's apartment building and runs numbers in poor areas of the city; he also acts as a caretaker for Grace (Kate Reid), an elderly invalid. Three armed assailants mug a woman who turns out to be NYPD Detective Sergeant Deke DaSilva in drag. His partner, Detective Sergeant Matthew Fox, immobilizes two of the suspects as Deke chases the third upstairs to the subway station platform, taunts him, and incapacitates him with a scarf. On the same day in London, terrorist Heymar Reinhardt, alias Wulfgar (Rutger Hauer) bombs a department store. Meanwhile, back in New York City, DaSilva and Fox serve a high-risk warrant in the Bronx. They raid a known drug distribution spot, where they discover corrupt police officers among the dealers. After the arrest, DaSilva meets his estranged wife, Irene, and professes his love for her. Irene initially rebuffs DaSilva's advances but eventually renews their relationship.
