The Lion simply called "Lion" is a circus lion, displayed in a cage where everyone's afraid of him. His only friend is Oscar Diggs, the Circus Balloonist, who lets Lion out of his cage and takes him up on his balloon. While they're up there, Oscar gives Lion a Badge of Courage for coming up on his balloon, but they are soon caught in a storm. Lion falls from the balloon and Oscar can't stop it from leaving and carrying him off. He reminds Lion that "true friends can never be lost" before he is carried away.

In the heart of Siberia, Dr. Maurice Hunter, a famous amateur archeologist, his daughter Nadia, and their group of guides are taking part in an expedition to locate a fabled death ray created by inventor Nikola Tesla. Another retelling of the Dragon Ball story. This time, young Goku and young Krillin are training with Master Roshi for a World Martial Arts Tournament to be held in the country of Mifan. The Emperor of Mifan, Chiaotzu, is trying to find his lost "Ran Ran." "Minister" Master Shen has Emperor Pilaf work on a Dragon Radar, takes it from him, and is using it to locate the Dragon Balls. Shen and his brother, Mercenary Tao claim that they'll use the wish from Shenron to locate Ran Ran, but are actually planning, with Tien's help, to kill Chiaotzu and take over the country. General Blue announces that Ran Ran is being held in Shen's room, and is killed by Tao for it. Bora and Upa have located the final Dragon Ball and they take it to Mifan to use it to demand that Mifan's soldiers be forced to leave the land near Korin Tower.

After three years in prison, Cruella de Vil (Glenn Close) has been cured of her desire for fur coats by Dr. Pavlov (David Horovitch) and is released into the custody of the probation office on the provision that she will be forced to pay the remainder of her fortune (eight million pounds) to all the dog shelters in the borough of Westminster should she repeat her crime. Cruella therefore mends her working relationship with her valet Alonso (Tim McInnerny) and has him lock away all her fur coats. Cruella's probation officer, Chloe Simon (Alice Evans), nevertheless suspects her, partly because Chloe is the owner of the now-adult Dipstick (one of the original 15 puppies of the previous film). Dipstick's mate Dottie has recently given birth to three puppies: Domino, Little Dipper, and Oddball, whereof Oddball lacks spots.
