The three Rawlins children, Charlie, Carrie, and Paul are evacuated from London during The Blitz to the remote village of Pepperinge Eye. They are placed in the reluctant care of Miss Eglantine Price, a reclusive woman who agrees to the arrangement temporarily. The children attempt to run away back to London, but change their minds after observing Miss Price attempting to fly on a broomstick. Miss Price reveals she is learning witchcraft through a correspondence school with hopes of using her spells in the British war effort, and offers the children a transportation spell in exchange for their silence. Miss Price casts the spell on a knob that the youngest child, Paul, has removed from the bed in the children’s shared bedroom, and she adds that only Paul can activate the spell.

On a snowy night in New York City, Jerry is comfortably asleep in his hole inside a penthouse, while Tom tries to keep from freezing to death in the alley below, after being thrown out by his owner. The movie begins with Alvin having nightmares of meeting the scary Wolf Man, leading to wake up screaming in fear. Simon and Dave conclude that Alvin's been watching too many horror films at night. Alvin says that its because their new neighbor, Lawrence Talbot, creeps him out and speculates that he is hiding something. Theodore is having trouble with Nathan, a bully, and won't go to the principal, who plans to retire due to Alvin's daily mishaps, for help. However, Alvin sticks up for him.

A small bird lands on a telephone wire and makes itself comfortable, only to have a second small bird land next to it. The two birds quickly start to squabble as others land on the wire and join in. They are interrupted when a large, gangly, awkward-looking bird sitting on top of the pole honks to them. Soon, the small birds start mocking the large one by puffing up their feathers to resemble its plumage and imitating its honk. They then slide farther out along the wire and chatter suspiciously among themselves, ignoring the large bird's attempts to befriend them until it settles in the middle of all of them out on the wire. However, its weight causes the wire to sag almost to the ground and all the small birds slide down toward it.
