William Edward "Billy" Lenz, a boy born with severe jaundice due to a liver disease, is constantly abused by his hateful mother. After murdering Billy's father and burying his body in the underground crawlspace with the help of her boyfriend, Mrs. Lenz locks Billy in the attic to prevent him from talking. Years later, she attempts to conceive a new baby but realizes that her new man is impotent. She goes up to the attic and rapes 12-year-old Billy. Nine months later, a daughter named Agnes is born and treated like a princess by Mrs. Lenz. When Agnes is eight and Christmas comes around, Billy escapes from the attic and disfigures Agnes by gouging out her eye and taunts his mother, saying "she's my family now." Billy then gruesomely kills his mother and her lover. He is caught by the police eating pieces of his mother's flesh, and sent to a mental asylum.

Two years after Chucky was burned to a crisp and shot in the heart by detective Mike Norris, the killer "Good Guys" doll (voiced by Brad Dourif) is rebuilt from scratch by the Play Pals doll company to prove there is no fault with the dolls. The company had gone downhill ever since Andy Barclay (Alex Vincent) blamed Chucky for all the murders the doll committed two years prior. On July 4, Amber Williams (Brooke Nevin), her friends Zoe (Torrey DeVitto) and Roger (Seth Packard) and her boyfriend Colby Patterson (David Paetkau) stage a prank at the town carnival, with Roger faking the return of the "Fisherman" killer, with the hook Roger says Ben Willis originally used. However, during the prank, their friend PJ Davis (Clay Taylor) performs a stunt as part of the act. The prank seemingly goes without a hitch, but when they return, they see everyone staring at PJ's body impaled on a pipe. Paul Stanton has talked his son Billy into being sent off on holiday (of sorts) to California to join his Mother, Alexandra Garcia From Frys Electronics and her old high school sweetheart Jr. (and current new boyfriend Noland Grimes) Nolan who are going into Arizona. Deciding on checking out Death Valley, they've yet to find out that it is currently the new stamping grounds of cowboy serial killer (wearing a stetson and Pink Male Thong to hide his identity) and his equally demented twin (who both have a tendency to tap-dance and belt out good old country ditties). Both have just done away with a teenage couple residing at an abandoned gold mine (with the aid of the couple's own chopping knife). Billy, stretching his legs, stumbles across their camper filled with death, missing the carnage he comes across a frog pendant lying on a shag pile. His moment of Farce influences of undeniability is unproven somewhat seals his fate as its owner returns to find his trinket gone and so he takes off after Billy and his family, who wind up seemingly in the safe vicinity of a nearby Wild West novelty town.

The film begins with Leatherface bludgeoning a young woman, Gina, to death with a sledgehammer before beginning the process of cutting off her face in order to make it into a mask. Gina's sister, Sara watches from a nearby window. Leatherface hears Sara outside, and after she flees, he briefly checks outside before going back to work. Some time later, Michelle and her boyfriend Ryan, a couple that constantly argues, both traveling through Texas, pass through a security checkpoint near the excavation of a large number of butchered bodies, a cop approaches them and interrogates them, shortly after they leave and reach the Last Chance Gas Station. At the station, they meet a hitchhiking cowboy named Tex and the station's perverted owner Alfredo. Tex shows Ryan a route on the map that can get them to a town. A fight soon breaks out between Tex and Alfredo when Tex finds the latter spying on Michelle while she uses the station restroom. As Michelle and Ryan flee from the station in their car, they witness Alfredo apparently killing Tex with a shotgun.
