The film is about a group of girls growing up in 1960-61 London, who develop an interest in football and support for Tottenham Hotspur, which became the first English team in the 20th century to win both the English league and the FA Cup "double". Twenty years later, one of the girls is trying to make a career as a football journalist and is offered a lift home by her childhood hero Danny Blanchflower. The majority of the film is set during the fateful 1960-1961 season and tells of the girls' obsession with Spurs.

In the half-hour special, Huey, Dewey, and Louie ask for help from Scrooge McDuck for their new soccer team by requesting he donate $1.49 to buy a championship trophy. Scrooge, being his typical stingy self, goes into a rant of "A dollar forty-nine! That is a lot of money!" and instead give an old trophy of his he thinks is worthless, but the boys pass the curator of the Duckburg Museum who sees it is a rare artifact worth a million dollars, causing Scrooge to gain the reputation as a generous philanthropist throughout Duckburg. To win back the trophy, Scrooge is now made to sponsor his nephews, where he is taken to a sporting goods store owned by a surprisingly athletic and agile Goofy. Scrooge enlists the aid of Goofy, soon known by the nickname of "Sport Goofy", who ends becoming the team's coach when the teammates of Scrooge's nephews are shown as ragtag misfits. The team christened the "McDuck Greenbacks", come together under Goofy's patient coaching and sharpen their soccer skills, and register to compete in the tournament.

Clive Bissel (nicknamed "Bex", or "Bexy") is a married man with a baby son. His wife does not approve of his activities as a football hooligan, which contrast to his respectable job as an estate agent. Even when his baby son injures himself with a Stanley knife that Bex has carelessly left lying around, he is unwilling to give up violence as he admits it gives him a "buzz". Conversely, Bexy's father shows acceptance of his son's lifestyle, happily taking a group photograph of the 'tooled up' gang and boasting of similar activities in his own era. However, he feels that Bex and his friends have gone soft because they now use weapons.

A young Israeli soldier, Cohen, is kidnapped by a group of Palestinian fighters who hold him as a hostage during the conflict. The 1982 FIFA World Cup happens to be on during the invasion, and their mutual love of association football, and in particular the Italy national football team, helps break down the barriers of nationalism and the historical baggage that the two bring. A kind of alliance is forged between the two men. Their relationship heads for a tragic ending as the Italian team, along with the goal scoring Paolo Rossi, make their march toward winning the 1982 FIFA World Cup Final.

The film culminates with the real life events of Arsenal's match against title rivals Liverpool in the final game of the season on 26 May 1989, a Michael Thomas last-minute goal giving Arsenal the 2–0 win they needed to win the title.
