Based on a true story, the film chronicles the relationship of a teacher with teenagers who have long since dropped out of the school system. In 2010, social problems have overrun the poorer suburbs of Paris; especially Banlieue 13, commonly referred to as B13: a ghetto with a population of some two million. Unable to control B13, the authorities construct a high wall topped by barbed tape around the entire area, forcing the inhabitants within to survive without education, proper utilities or police protection behind the containment wall. Police checkpoints stop anybody going in or out. Three years later, the district has become overrun with gangs. Leïto (David Belle) is a fighter of such gangs. The beginning of the film depicts Leïto washing a case full of drugs down the drain, then escaping the gang who has come to collect the drugs. The gang's leader, Taha, kidnaps Leïto's sister Lola in retaliation; Leïto is able to rescue her and take Taha to the police station, but the police arrest Leïto and let Taha leave with Lola, stating that they're leaving the district.

Marieme (Karidja Touré) is a 16-year-old African-French teenager living in a poor Paris suburb. On her way out of school, the day she found out about vocational school, she is approached by a gang of girls, Lady (Assa Sylla) who is the leader of the group, and her followers, Fily (Marietou Tore), and Adiatou (Lindsay Karamoh), who ask Marieme if she wants to join them for a day trip to the city centre. They wear leather jackets, gold jewelry, and have pin straight hair. Marieme initially declines but after seeing the girls approached by a group of boys, including her brother's friend, Ismael (Idrissa Diabate) whom she has a crush on, Marieme joins them.

Anna Kagan, une jeune professeure d'histoire-géographie, est affectée à un poste de remplaçante dans un collège réputé difficile à Certigny, une banlieue où les difficultés s'accumulent : HLM, trafic de drogue, conflits entre bandes et policiers, pauvreté et chômage. Elle doit faire face à des élèves difficiles, dont la plupart se replient dans des communautés issues de l'immigration. C'est une nouvelle vie qui commence pour cette jeune enseignante, soutenue et encouragée par sa famille. Elle ne tarde pas à remarquer le jeune Lakdar Abdane, élève sage et encourageant contrairement à ses camarades et possédant un don pour le dessin, dont il est désireux de faire son avenir. Mais Lakdar perd l'usage de la main droite à la suite d'une fracture mal soignée, et il est alors contraint de réapprendre à écrire de la main gauche. Dans l'incapacité de dessiner, il voit ses rêves partir en fumée et sombre dans le désespoir. Il cesse d’aller en cours. Commence alors pour lui la descente aux enfers.

Marius and Jeannette live in the same working-class apartment complex in Marseille, in close proximity with their neighbors. The lame Marius is a security guard at an abandoned cement works, and since the company has gone out of business and the plant will soon be demolished, he is squatting in order to save money. Jeannette is a single mother raising her two children on her own on a meagre supermarket checkout operator salary. They meet when Jeannette tries to steal two cans of paint from the cement lot, and Marius catches her and tries to chase her. The following day Marius comes to her door to apologize, and brings her the two cans of paint. A relationship soon develops between them, but as both have been wounded by marital difficulties, and life in general, they are hesitant to become committed. It does not help that Jeannette's romantic fantasy notions are different from Marius' practical ideas. The two must learn how to love again in order for their relationship to blossom.

Cette chronique de la vie d'une cité HLM de la banlieue parisienne dans les années 1980 met en scène Madjid, fils d'immigrés et aîné d'une famille nombreuse entièrement soutenue par la mère, et son meilleur ami Pat. De son côté, José, hébergé chez sa cousine Jenny, se voit proposer par cette dernière de travailler pour le juge Santiépi, le père de Clémence, en effectuant des travaux dans le manoir de celui-ci. Pendant ce temps, Narbé et Sammy partent en vacances, mais pas à Santo Rico. À l'aéroport, les deux amis sont maîtrisés par les agents de sûreté, puis se retrouvent dans un parc aquatique.

Sa vie va être transformée par sa rencontre avec le Père Joseph. La sienne, mais aussi celle des personnes qui vont rejoindre le combat de ce curé révolutionnaire. Un combat contre l'assistance et la charité qui, dit-il, « enfoncent les pauvres dans l'indignité.
