Kempe Gowda(Sudeep) is a sub-inspector in a dusty village of Rona in Hubli in North Karnataka, his native, where he is adored. His bumbling colleague Pashupati(Sharan) is cheerful and always helps him with his work. A beautiful girl Kaavya (Ragini Dwivedi) comes to his village. Eventually Kempegowda and Kaavya fall in love with each other. Armugam(P. Ravi Shankar), a notorious criminal, is brought down to his knees at the local police station. Their egos clash and Armugam, who has never had to face an opposition before, decides to teach Kempegowda a lesson. He is transferred to Bangalore, after being promoted as an Inspector, where Armugam's wits run large. His sub co worker Bose employs him at the Magadi Road Police Station. The Karnataka Home Minister C Ashok is pleased with Kempegowda and appoints him in all the activities responsible for the city, and posts him as the Assistant Commissioner of Police of the Anti Kidnapping Force.As the cop begins to unearth Armugam's misdeeds, he realizes that he is up against a real challenge. In return Kempegowda kills Vaikunta (J. Karthik) Armugam's younger brother. This infuriates Armugam who begins targeting many people who are close to Kempegowda including Kaavya whom he shoots but is saved by Kempegowda and Bose who is hacked to death by Armugam's henchmen. Finally in a bid to escape the arrest warrant issued out to him, Armugam kidnaps the Tamil Nadu Home Minister's daughter. He falsely tells Kempegowda that he is going to Mangalore with her when he is actually going to Nellore in Andhra Pradesh to put the police off the track. Kempegowda and his officers pursue Armugam and his henchmen near Nellore and kills all of the henchmen. He saves the Tamil Nadu Home Minister's daughter and kills Armugam in an encounter. In the end as the post credits roll, it is revealed that Kempegowda is resigning from the police force and together he and Kaavya are going back to Hubli. They are also happily married.

The story involves bomb blasts in seven different railways (stations and on train) .
