The picture was written by Richard Macauley and Jerry Wald, and the supporting cast features Alan Hale, Frank McHugh, Eve Arden, Barton MacLane, Ward Bond and Walter Catlett.
Robinson and Raft got into a fistfight on the set that was eagerly splashed all over the front pages of the nation's newspapers. Victor McLaglen was originally going to play Robinson's role, which would have made it a supporting part, and Raft reportedly resented sharing leading man status on the film as a result of Robinson being cast instead.
Raft chose Manpower over the remake of the 1931 pre-Code version of Dashiell Hammett's The Maltese Falcon, and the career-catapulting role of Sam Spade went to Humphrey Bogart instead.
The script is one of many reworkings of the plotline for a 1932 Robinson movie called Tiger Shark, in which Robinson played essentially the same part, only as a tuna fisherman rather than an electric power lineman.
Synopsis

In 1942, Nazi Germany attempts to bring neutral Turkey into the war on its side by staging an assassination attempt on Franz von Papen, its own ambassador to the country. In the Gay Nineties, on New York's Bowery, saloon owner Chuck Connors (Beery), finds that his rival, Steve Brodie (Raft), has thrown a muskmelon at his window. The happy-go-lucky Brodie explains that he threw the melon on a dare. As Connors threatens to fight him, the two learn of a fire in neighboring Chinatown. During World War II, Jean Picard (Errol Flynn) is a convicted killer being led to the guillotine. He escapes during an air raid but is captured by French Sûreté Inspector Marcel Bonet (Paul Lukas). They learn that a bridge has been blown up by three saboteurs, and that the Germans have taken 100 hostages who will be killed unless the saboteurs are apprehended by the Vichy police. To buy time in order to escape again, Picard persuades Bonet to let him pose as one of the saboteurs to save the hostages. In the course of enacting a story that will convince the Vichy that Picard is one of the escaped saboteurs, he and Bonet encounter the real saboteur, captured by the Vichy, and aid him in escaping.
