The film starts with a flashback to 1803 in India, where Sergeant Sharpe (Sean Bean) leads a patrol to an East India Company outpost. He arrives shortly before another supposedly friendly group of soldiers led by Major William Dodd (Toby Stephens). In a treacherous surprise attack, Dodd's men kill the entire garrison, leaving no witnesses, and makes off with the payroll. However, Sharpe is only wounded and manages to survive by pretending to be dead.

In Strasbourg in 1800, fervent Bonapartist and obsessive duellist Lieutenant Gabriel Feraud (Harvey Keitel) of the French 7th Hussars, nearly kills the nephew of the city's mayor in a sword duel. Under pressure from the mayor, Brigadier-General Treillard (Robert Stephens) sends a member of his staff, Lieutenant Armand d'Hubert (Keith Carradine) of the 3rd Hussars, to put Feraud under house arrest. As the arrest takes place in the house of Madame de Lionne (Jenny Runacre), a prominent local lady, Feraud takes it as a personal insult from d'Hubert. Matters are made worse when Feraud asks d'Hubert if he would "let them spit on Napoleon" and d'Hubert doesn't immediately reply. Upon reaching his quarters, Feraud challenges d'Hubert to a duel. The duel is inconclusive; d'Hubert slashes Feraud's forearm but is unable to finish him off, because he is attacked by Feraud's housemaid. As a result of his part in the duel, d'Hubert is dismissed from the General's staff and returned to active duty with his unit.

The film begins in the spring of 1794, when the Reign of Terror was in full swing. On the borders of Paris, any vehicles entering Paris, including the carriage of Danton, who has just ridden in, are being searched. Robespierre, meanwhile, is sick in his bed. His landlady's daughter, Éléonore Duplay, attempts to comfort him, but is unable to. Her nephew, whom she is taking care of, is meanwhile being made to memorize lines from the Declaration of the Rights of Man and Citizen. Back in the streets of Paris, starving lines of people, waiting for bread, discuss the possible reasons for the lack of it. Whether or not it is an enemy plot, the people do know that they are hungry, and that hunger leads to revolt. Once the bread store actually opens, and they finally begin to receive their bread, they are distracted by their other source of faith and hope in life: Danton. As Robespierre is watching, Danton is swarmed by a mob of supporters and fans, who all cry out for help. Robespierre, in his flat, is visited by Heron, the chief of the secret police, and instructs him to destroy the print shop of Camille Desmoulins, who is publishing pro-Dantonist circulars.

In 1792, at the bloody height of the French Revolution's Reign of Terror, vengeful French mobs are outraged when again and again French aristocrats are saved from death by the audacious "Band of the Scarlet Pimpernel", a secret society of 20 English noblemen, "one to command, and nineteen to obey". Among the latest scheduled for execution are the Count de Tournay, former ambassador to Great Britain, and his family. However, one of the Scarlet Pimpernel's men visits them in prison disguised as a priest and gives them a message of hope. As the prisoners are being escorted to the cart to be taken to the guillotine, the guards take the count away; French leader Maximilien Robespierre wishes to question him further. The countess and her daughter are rescued and spirited away to England.

Just before the French Revolution, Henriette takes her close adopted sister Louise to Paris in the hope of finding a cure for her blindness. An honorable aristocrat, the Chevalier de Vaudrey helps Henriette to escape de Praille and his guests by successfully fighting a duel with him. The scoundrel Mother Frochard, seeing an opportunity to make money, tricks Louise into her underground house to be kept prisoner. Unable to find Louise with the help of the Chevalier, Henriette rents a room, but before leaving her de Vaudrey comforts and kisses the distressed woman. Later, Henriette gives shelter to admirable politician Danton, who after an attack by Royalist spies following a public speech falls for her. As a result, she runs foul of the radical revolutionary Robespierre, a friend of Danton.

The story continues from where Sharpe's Challenge left off. On their way home to England, Richard Sharpe (Sean Bean) and Patrick Harper (Daragh O'Malley) reluctantly agree to escort Marie-Angelique Bonnet (Beatrice Rosen) to the hill fort of Kalimgong, where her fiancé, Major Joubert (Pascal Langdale), is stationed. They encounter a baggage train heading to Madras, made up of soldiers from the King's and the East India Company's armies, commanded by the young Ensign Beauclere (Luke Ward-Wilkinson), engineer Major Tredinnick (David Robb), and Subedar Pillai (Rajesh Khattar). Included in the train is a redcoat prisoner named Barabbas (Amit Behl), an Indian princess (Nandana Sen) and her retinue, and Tredinnick's pregnant wife (Caroline Carver). When the train is attacked by forces of the bandit Chitu, the Subedar is wounded. They are saved by the timely arrival of Colonel Dragomirov (Velibor Topic) and his cavalry squadron. With no one more qualified, Sharpe is forced to take command.
