Lance Clayton (Williams) is a single father and high school English teacher. He dreams of becoming a famous writer, but his previous novels have all been rejected by publishers. His 15-year-old son, Kyle (Sabara), is a pornography-obsessed underachiever who despises everyone, especially his father. Kyle is a student at the school where Lance teaches an unpopular poetry class. His only friend is Andrew, a fellow student who spends his evenings at the Claytons' house trying to avoid his alcoholic mother. Kyle's consistently poor academic performance and vile behavior gain the attention of the school principal (Geoff Pierson), who advises Lance that Kyle should transfer to a special-needs school (it is loosely implied that Kyle may be on the autism spectrum.) Lance is in a non-committal relationship with a younger teacher named Claire (Gilmore), who is spending time with a fellow teacher named Mike (Henry Simmons), whose writing class is more successful than Lance's. A dust speck is dislodged from its obscure place and sent adrift through the Jungle of Nool. At the same time, Horton the elephant (Jim Carrey), the jungle's eccentric nature teacher, takes a dip in the pool. The dust speck floats past him in the air, and he hears a tiny yelp coming from it. Believing that an entire society of microscopic creatures are living on that speck, he places it atop a clover. Horton finds out the speck harbors the city of Whoville and its inhabitants, the Whos, led by Mayor Ned McDodd (Steve Carell). He has a wife, Sally (Amy Poehler), 96 daughters (whose names all begin with the letter H), and one teenage son named JoJo (Jesse McCartney). Despite being the oldest and next in line for the mayoral position, JoJo doesn't want to be mayor, and because he's so scared of disappointing his father, never speaks. Once Horton begins carrying the speck with him, the city starts experiencing strange phenomena (earthquakes and changes in the weather), and the Mayor finds his attempts to caution Whoville challenged by the Town Council, led by the opportunistic yet condescending Chairman (Dan Fogler).

Santa and his brother, Dingle, are pirates roaming the open sea. After getting kicked off their ship by their own crew, they become trapped in ice and don't thaw out until they reach the north pole. There, they meet elves who recognize Santa as the prophesied "white beard" and ask him to lead their factory. The elves already had been making toys, but they didn't have anything to do with them, so they kept them in storage. Santa had the idea of giving the toys to the world's children, and thus, Christmas is born. After 600 years, Santa becomes sick of his brother Dingle loafing around in his apartment and insists that he leave. This upsets Dingle, so he plots against Santa in order to take over Christmas from him. He challenges Santa to a game of Elf Bowling, but after the elves discover he cheated, his plan is foiled. He then tricks Santa into getting frozen, and writes a fake note about how Santa hates the elves and is leaving. This upsets the elves, and Dingle uses the opportunity to make them follow him on a trip to Fiji. After Santa's wife finds him, Santa must get back to the elves in order to save Christmas. While Dingle hypnotized the elves, Santa figured out a way to reverse the process, thwarting Dingle's plan and saving Christmas.
