The film begins in 1536 when Henry VIII (Richard Burton) considers whether or not he should sign the warrant for the execution of his second wife, Anne Boleyn: then, in a long flashback which takes up virtually the entire film, the whole truth is revealed. Starting in 1527, Henry has a problem: he reveals his dissatisfaction with his wife, Catherine of Aragon (Irene Papas). He is currently enjoying a discreet affair with Mary Boleyn, a daughter of Sir Thomas Boleyn who is one of his courtiers; but the King is bored with her too. In Portugal, James Bond – agent 007, sometimes referred to simply as '007' – saves a woman on the beach from committing suicide by drowning, and later meets her again in a casino. The woman, Contessa Teresa "Tracy" di Vicenzo, invites Bond to her hotel room to thank him. The next morning, Bond is kidnapped by several men while leaving the hotel, who take him to meet Marc-Ange Draco, the head of the European crime syndicate Unione Corse. Draco reveals that Tracy is his only daughter and tells Bond of her troubled past, offering Bond a personal dowry of one million pounds if he will marry her. In Copenhagen in 1962, a high-ranking Soviet intelligence officer, Boris Kusenov (Per-Axel Arosenius), defects to the West with his wife and daughter after a chase through the streets to the US embassy. In Washington DC, CIA agent Mike Nordstrom (John Forsythe) debriefs him and learns that Russian ballistic missiles with nuclear warheads are to be placed in Cuba. Needing physical evidence of the missiles, he contacts an old friend, French agent André Devereaux (Frederick Stafford), at his house in Georgetown. Nordstrom discloses Kusenov's name to Devereaux, asking him to bribe Luis Uribe, a member of Cuba's U.N. delegation, to provide photographs of documents confirming the missile bases in Cuba (knowing that Uribe hates the United States and would never cooperate with an American agent). Devereaux decides to accompany his daughter Michèle (Claude Jade) on her honeymoon with journalist François Picard (Michel Subor) as a reason to go to New York City. His wife Nicole (Dany Robin) is worried and tries to dissuade him.
