The film opens in April 1945 with the death of Franklin Roosevelt and the succession of Harry Truman to the presidency. In Europe, the Germans are close to surrender, but in the Pacific the bloody battle for Okinawa is still underway and an invasion of the Japanese home islands is not foreseen until the autumn. American battle casualties have almost reached 900,000, with Japanese casualties at 1.1 million, and some 8 million Asian civilians have died in the war that began with Japan's invasion of Manchuria in 1931.

An alien couple comes to Earth disguised as a cowboy and cowgirl and buy a pet shop from its owner in an attempt to try to eat some of Earth's children for dinner. They look like normal people aside from the fact that they have a third eye on their foreheads which they cover with their hats. One by one they give some pets to random kids free of charge. The pets at first seem normal, until they change into their alien forms. The kids meet when they return to the pet shop because their pets stop eating and need some type of "vitamins" that the aliens feed them.

Max Grabelski (Daniel Stern) is involved with delivering packages to a millionaire named Reinhart Bragden (Anthony Heald) for a $50 tip for each one. He shows up one night, delivering one at 10 PM instead of 10 AM (which the company he works for, Freedom Express, guarantees as the delivery time for all packages). Inside he finds a fire and Agent Palmer (Jon Polito) tries to arrest him for starting it and killing Bragden, but he grabs a gun and escapes. On the news, Palmer falsely names Grabelski as the suspect in Bragden's murder. He also claims that he was trying to take money that was scheduled to be taken out of circulation (which was being delivered to Bragden to be taken care of).

Negaal is a South African former kickboxer turned promoter who is gearing up to start his own organization in the sport. When American champion David Sloane refuses to join the organization, Negaal sends his men Moon, Bull, and Pinto to eliminate Sloane. In Los Angeles, Lt. Parker Barnes and John Donovan are tracking down a serial killer named SID 6.7 at a restaurant in virtual reality. SID (short for Sadistic, Intelligent, Dangerous - a VR amalgam of the most violent serial killers throughout history) puts Donovan into shock, killing him. The director overseeing the project, before Commissioner Elizabeth Deane and her associate, William Wallace, order the programmer in charge of creating SID, Dr. Darrel Lindenmeyer, to shut down the project. Barnes is a former police officer imprisoned for killing political terrorist Matthew Grimes, who killed Parker's wife and daughter and innocent bystanders. This caused Barnes to become a convicted killer and serve 17 years to life.
