Black Eagle is a 1988 American martial arts film set on the Mediterranean island of Malta.
Synopsis
The film takes place with the summoning of a Japanese martial artist Ken Tani (Sho Kosugi) (codenamed the "BLACK EAGLE"), assigned on a U.S. Governmental mission to retrieve a top secret laser tracking device that was on board a shot down F-111 jet. Ken Tani along with the assistance of his two, brave young sons and his CIA aide Patricia Parker (Doran Clark) must track down the tracking device before the KGB steal it. Ken Tani inevitably comes face to face with a skilled enemy in the form of a KGB team leader named Andrei (Jean-Claude Van Damme).Actors

In Japan, the home of Chozen "Cho" Osaki (Sho Kosugi) is attacked by an army of ninjas, resulting in the slaughter of his entire family except for his mother and his younger son, Kane (Kane Kosugi). When Cho arrives at his estate and discovers the carnage, the ninjas attempt to kill him as well, but Cho, being a ninja himself, avenges his family and kills the attackers. Afterwards, however, he swears off being a ninja forever and moves with his son and mother to California, where he opens a doll gallery with the help of his American business partner and friend, Braden (Arthur Roberts), and his assistant Kathy (Ashley Ferrare).

At the insistence of his American-born wife, Aiko (Donna Benz), Akira Saito (Sho Kosugi) decides to immigrate from Japan to the country of her birth to raise their two sons Takeshi (Kane Kosugi) and Tomoya (Shane Kosugi) and start their own business. Unbeknownst to his family, Akira is in fact a highly skilled ninja, who had faithfully protected the secrets of the temple minded by his adoptive father and sensei, Kaga. Years before, Akira's brother, Shoji - also raised and trained by Kaga - sought to steal from the temple in disguise, forcing Akira to engage him in battle and kill him. Akira's meditation on this matter is disrupted by an attack from Kaga to encourage him to wipe the guilt from his mind before it kills him. Akira announces his intentions to move to America to start a new life, and to put the shadows of the ninja behind him. Kaga makes him swear never to reveal the secrets of their sect, and gives him a ninja helmet as a parting gift, but reminds him he can never leave his shadows behind.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. Hunting him are the hunt organizer Emil Fouchon, a businessman named Mr. Lopaki who has paid $500,000 for the opportunity to hunt a human, Fouchon's lieutenant Pik Van Cleaf, and mercenaries including Stephan and Peterson. Binder fails to reach his destination and is shot by three crossbow bolts. Van Cleaf retrieves the money belt.

American martial artist Casey Bowman (Adkins) has settled down at the Kōga ninja dojo and married Namiko Takeda (Hijii), who is pregnant with their first child. One day, while shopping for a pendant in town, he encounters and fends off against two knife-wielding muggers. Later that night, Casey goes grocery shopping, but when he remembers that the muggers took his wallet, he rushes home only to find Namiko slain, with markings of a barbed wire weapon around her neck. On the day of the funeral, the dojo is visited by a former student named Nakabara (Kosugi), who offers Casey to train at his dojo in Thailand to ease his pain, but Casey declines the offer. Remembering the fighting style of the muggers he encountered, Casey heads to the Azuma dojo to find out their whereabouts before ambushing and killing them in a dark alley.

In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

After completing his training of ninjutsu within Japan as a Ninja, an Angolan Bush War veteran by the name of Cole (Franco Nero) visits his war buddy Frank Landers (Alex Courtney) and his newlywed wife Mary Ann Landers (Susan George), who are the owners of a large piece of farming land in the Philippines. Kurt Sloane (Jean-Claude Van Damme) is the cornerman for his brother Eric (Dennis Alexio), an American kickboxing champion. Kurt and Eric travel to Bangkok to challenge Tong Po (Michel Qissi), Thailand's undefeated champion. After a brutal first round, Kurt realizes that they are outmatched by Tong Po and tries to convince his brother to stop the fight. Unwilling to give up, Eric returns for the second round and continues to take a vicious beating, finally prompting Kurt to throw in the towel. Tong Po ignores him and continues the assault, which ultimately leaves Eric paralyzed from the waist down. Eric is then carried outside and left on the street without any help, until Winston Taylor (Haskell Anderson), a retired US Army special forces member, intervenes and agrees to take the brothers to the hospital. After several hours of surgery, the doctor informs Kurt that Eric will never walk again.

Lyon Gaultier is a paratrooper in the French Foreign Legion, stationed in Djibouti, North Africa. His brother, who is married to an American woman in Los Angeles, is burned alive during a deal gone wrong and suffers third-degree burns, dying shortly afterward. Lyon deserts his legion when they withhold letters from his brother's wife and ultimately refuse to let him see his brother. He steals a jeep and escapes through the desert, finding work on a tramp steamer headed for the U.S. Meanwhile, the Legion commanding officer also travels to the States, arriving at the French Embassy, where he is told that Lyon's desertion is ranked at low importance with the LAPD, so he orders two of his own Legionnaires to do the job.
