Synopsis
John Emmett, an American everyman, is on a fishing and hunting trip when his car breaks down. He is offered a ride by a stranger, Ann Nicholson, who is driving to Santa Fe and asks him to take turns behind the wheel.Actors

During World War II, aircraft factory worker Barry Kane (Robert Cummings) is accused of starting a fire at the Stewart Aircraft Works in Glendale, California, an act of sabotage that killed his friend Mason (Virgil Summers). Kane believes the real culprit is a man named Fry (Norman Lloyd) who, during their efforts to put out the fire, handed him a fire extinguisher filled with gasoline, that he passed on to Mason. The film's plot exhibits some differences from that of the novel by Ludlum. The undercover identity of Jason Bourne is simplified. In the book, David Webb, because of his amnesia, believes himself to be Jason Bourne and an assassin called Cain. In the film, the name Cain is left out. In the film, Carlos is shown to be responsible for killing Webb's wife and child, which is not the case in the novel. Alexander Conklin is accidentally shot by his own people when attempting to kill Bourne; in the novel he survives and appears in subsequent novels. In the book's ending, Carlos escapes in the confusion, whereas in the film he is gunned down at the last moment by Bourne/David Webb. Because Carlos is the primary antagonist of the original Bourne trilogy (although only The Bourne Supremacy had been published when the film was produced), this essentially ends the story with one film.

The movie opens at Munich's Oktoberfest. Kendig and his team foil a microfilm transfer to an East German spy. However, they purposely do not apprehend Yaskov. Kendig is summoned to Washington, where his supervisor, Myerson (Beatty), is forcing Kendig into semi-retirement and a desk job because Kendig didn't arrest the Russian. Kendig resists, claiming to be "a field man", and, on his own initiative, takes leave, shredding his file en route. It is days before that is discovered. He goes to Salzburg, Austria to "hear some Mozart" and visit an old friend, Isobel Von Schoenenberg (Jackson). It is here that he seizes on the idea of writing a book exposing all the 'dirty tricks' of the CIA, KGB and other 'spy agencies'. Isobel is horrified to read the first chapter and tells Kendig that they'll all come after him to kill him. Nevertheless, he mails copies of the chapters to the various spy chiefs in the US, Russia, China, France and Great Britain. Soon enough, Myerson and Yaskov are after him, just as he wanted.

The film begins away from the coast of Korea during the Korean War. Commander Collier (Hayden) is in charge of air operations on a carrier, or 'flat top'. When asked about how he first handled his job, he goes back to the time of World War II, where the film takes place. Told in flashback form, Collier recounts the war in the Pacific, working flight ops on the same carrier with a new second officer, Lt. (j.g.) Joe Rogers (Carlson), and getting a group of pilots ready for the tough fight to come against the Japanese.

In the 1990s, U.S. National Security Agency official Thomas Bryan Reynolds (Jon Voight) meets with congressman Phil Hammersley (R-NY) (Jason Robards) in a public park to discuss support for new counter-terrorism legislation the U.S. Congress is pushing that dramatically expands the surveillance powers of intelligence agencies on individuals and groups. Hammersley remains committed to blocking its passage, since he believes it would almost totally destroy the privacy of American citizens. Reynolds has his team murder Hammersley, spread heart pills over his car, place him in the car and push it in a lake to make it look like he had a heart attack. In the aftermath, they discover too late that wildlife researcher Daniel Zavits (Jason Lee) had a camera aimed in the woods at their location. Zavits inspects the footage, transfers the video to an innocuous video game disc and flees the apartment ahead of Reynolds's team.

Set prior to the Civil War but after the South has seceded from the U.S., Kansas Pacific centres of the efforts to build a railroad across Kansas toward the West Coast.
