Permission to Kill, also known as The Executioner, is a 1975 spy film thriller made by Sascha-Verleih and distributed by AVCO Embassy Pictures. It was directed by Cyril Frankel and produced by Paul Mills from a screenplay by Robin Estridge. The film had original music by Richard Rodney Bennett and the cinematography was by Freddie Young.
The film stars Dirk Bogarde, Ava Gardner and Bekim Fehmiu with Timothy Dalton, Nicole Calfan and Frederic Forrest.

The film is an Austrian-British-American co-production and was shot on location in Gmunden, Austria.

Synopsis

DEA agents collect James Bond—MI6 agent 007—and his friend, now DEA agent Felix Leiter, on their way to Leiter's wedding in Key West, to have them assist in capturing drugs lord Franz Sanchez. Aleksey Teodorovic Vlassov (Yul Brynner) is a high ranking KGB official who defects while in France. He has with him highly-classified information as part of a deal with Western intelligence for his arrival in the United States. The debriefing is held at Langley by DCI Allan Davies (Henry Fonda) and MI6 representative Philip Boyle (Dirk Bogarde). Vlassov hands off a list of enemy agents in Western Europe including a deep penetration into NATO. Davies wants to begin operations to arrest the agents; however, those on the list suddenly begin to die off. The CIA also has suspicions over the authenticity of Vlassov's claims. The CIA discovers that a defection photo of Vlassov was taken in the Soviet Union, not in Turkey, judging from the contours of Mt. Ararat in the background. Vlassov also fails a lie detector test after he angrily protests about sexual related questions asked by the CIA during the test.

In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement. Exacerbating Bishop's situation is the fact that he was operating without permission from the Agency.
