It was directed by Cyril Frankel and produced by Paul Mills from a screenplay by Robin Estridge. The film had original music by Richard Rodney Bennett and the cinematography was by Freddie Young.
The film stars Dirk Bogarde, Ava Gardner and Bekim Fehmiu with Timothy Dalton, Nicole Calfan and Frederic Forrest.
The film is an Austrian-British-American co-production and was shot on location in Gmunden, Austria.

DEA agents collect James Bond—MI6 agent 007—and his friend, now DEA agent Felix Leiter, on their way to Leiter's wedding in Key West, to have them assist in capturing drugs lord Franz Sanchez. Bond and Leiter capture Sanchez by attaching a hook and cord to Sanchez's plane in flight near The Bahamas and pulling it out of the air with a Coast Guard helicopter. Afterwards, Bond and Leiter parachute down to the church in time for the ceremony.

Aleksey Teodorovic Vlassov (Yul Brynner) is a high ranking KGB official who defects while in France. He has with him highly-classified information as part of a deal with Western intelligence for his arrival in the United States. The debriefing is held at Langley by DCI Allan Davies (Henry Fonda) and MI6 representative Philip Boyle (Dirk Bogarde). Vlassov hands off a list of enemy agents in Western Europe including a deep penetration into NATO. Davies wants to begin operations to arrest the agents; however, those on the list suddenly begin to die off. The CIA also has suspicions over the authenticity of Vlassov's claims. The CIA discovers that a defection photo of Vlassov was taken in the Soviet Union, not in Turkey, judging from the contours of Mt. Ararat in the background. Vlassov also fails a lie detector test after he angrily protests about sexual related questions asked by the CIA during the test.

James Bond—Agent 007—is assigned to aid the defection of a KGB officer, General Georgi Koskov, covering his escape from a concert hall in Bratislava, Czechoslovakia during the orchestra's intermission. During the mission, Bond notices that the KGB sniper assigned to prevent Koskov's escape is a female cellist from the orchestra. Disobeying his orders to kill the sniper, he instead shoots the rifle from her hands, then uses the Trans-Siberian Pipeline to smuggle Koskov across the border into Austria and then on to Britain.

Professor Sharpey commits suicide after subjecting himself to sensory deprivation experiments in a secret research laboratory. His former colleague Doctor Longman volunteers to undergo the same tests to try and establish what drove Sharpey to kill himself. He hopes to clear Sharpley's name with the police, who favour the theory that Sharpley was a double agent, perhaps allied with Communists, and that his death was the final result of his shame over betraying Great Britain. Longman begins subjecting himself to sessions in a sensory deprivation tank in order to prove that use of the technique can make one unusually suceptable to brainwashing or hypnotic suggestion.

Mr. Sebastian is a former Oxford professor, who in the late 60s directs the all-female decoding office of British Intelligence. In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement.
