Continuing from where the first film ended, Wing Chun master Ip Man and his family move to Hong Kong in the early 1950s after their escape from Foshan. There, Ip desires to open a school to propagate his art, as well as make a living during the difficult times, but he has difficulty attracting students due to his lack of reputation in the city. One day, a young man named Wong Leung appears and promptly challenges Ip to a fight, but is easily defeated. Wong leaves humiliated, only to return with some friends to gang up on him. Ip beats them as well. Stunned and impressed by his skills, Wong and his friends become Ip's first students, bringing more disciples to help the school thrive.

The film is set in Foshan, China sometime in the late 19th century during the Qing dynasty. Liu Yongfu, the commander of the Black Flag Army, invites Wong Fei-hung on board his ship to watch a lion dance. Some sailors on board a nearby American ship hear the sound of firecrackers and mistakenly think that Liu's ship is opening fire at them, so they return fire and injure the dancers. Wong picks up the lion head and finishes the performance. Liu comments about the perilous situation China is in, and then gives Wong a hand fan inscribed with all the unequal treaties signed between China and other countries.

In 1905, Sun Wen intends to go abroad to Hong Kong, then a British colony, to discuss his plans with fellow Tongmenghui members to overthrow the corrupt and crumbling Qing dynasty in China. Empress Dowager Cixi sends a group of assassins, led by Yan Xiaoguo, to kill Sun. Revolutionary Chen Shaobai arrives in Hong Kong a few days before Sun's arrival, to meet Li Yutang, a businessman who provides financial aid for the revolutionaries. As Sun Wen's arrival day draws near, trouble begins brewing in Hong Kong as Chen Shaobai's acquaintances are murdered and Chen himself is kidnapped by the assassins during a raid. Li Yutang decides to officially declare his support for the revolutionaries after the newspaper agency is closed by the British authorities, who do not interfere in China's political situation. Li rallies a group of men, including rickshaw pullers, hawkers and a beggar, to serve as bodyguards for Sun Wen when he arrives. Li's son, Chongguang, is chosen to act as a decoy for Sun Wen to divert the assassins away while Sun attends the meeting and leaves Hong Kong safely.

Tan (Louis Koo) and Tide Ho (Daniel Wu) are estranged twin brothers who have fought ever since they were born. The plot follows Yuda, a Minangkabau from West Sumatra and an expert in silat. As part of the merantau (journeying) tradition, he leaves his home to seek experience and success. He plans to teach silat to the children of Jakarta. On his bus journey, he meets Eric, a fellow exponent of the art. When he hears of Yuda's plan, Eric becomes sombre, and warns him that the city is quite different from what Yuda is used to, and also that it is difficult to make a living teaching the art. Yuda finds that the address where he was meant to stay has been torn down, so he becomes homeless. His wallet is stolen by a child named Adit. Chasing the thief, Yuda then encounters the thief's sister, Astri, quarrelling with her boss, Johnny. When Johnny begins abusing Astri, Yuda intervenes. Yuda saves Astri but instead of gratitude, he is rebuked because she had become jobless as a result. The next day, Yuda sees Astri once again being beaten by Johnny. He intervenes again only to be beaten at first by his thugs. He quickly recovers and saves Astri from Johnny, while saving her he brutally scars Johnny's boss, Ratger. Ratger's associate, Luc tries to calm down Ratger, but to no avail as Ratger decides to stay in the city to hunt down Astri and Yuda.
