In 1972, eight-year-old Francis "Frankie" McGuire sees his father gunned down due to his Irish republican sympathies. In September 1992, the grown-up Frankie (Brad Pitt) and three other I.R.A. gunmen are involved in a shootout in Belfast when Special Air Service commandos attempt to capture him. 18 British military personnel are killed or wounded. One gunman is killed and another, Desmond, is wounded as Frankie and the last gunman, Sean Phelan (Paul Ronan), escape. An SAS agent asks the wounded man where Frankie is. Desmond is fatally shot by the agent after he says "up your arse". Hiding in the countryside, Frankie and his friend Martin MacDuf (David O'Hara) see a British Army helicopter circling overhead and decide they need Stinger missiles.

In June 1972, a security guard (Frank Wills, playing himself) at the Watergate complex finds a door kept unlocked with tape. He calls the police, who find and arrest five burglars in the Democratic National Committee headquarters within the complex. The film begins with the disappearance of Pennsylvania executive Tom Gruneman (played by Robert Milli). The police reveal that an obscene letter was found in Gruneman's office, addressed to a prostitute in New York City named Bree Daniels (Jane Fonda), who had received several similar letters from him. Two Texas-based United States Border Patrol Agents, Logan (Kris Kristofferson) and Wyatt (Treat Williams), are tasked by their obnoxious boss (Kevin Conway) to begin planting motion-detection sensors in their sector at the Federal government's request, something that Wyatt believes will lead to many of the Patrol being forcibly retired and the remaining agents stuck behind computer screens all day. While Logan and Wyatt are planting a sensor, they discover a Jeep buried in the desert containing a man's skeleton (identified as Michael F. Curtis from San Antonio), a high-powered rifle, and $800,000 in cash. Logan wants to use the money to finance their escape from their brutally hard jobs and uncertain futures, while Wyatt is reluctant; they agree to put out the Jeep's license plate information to the Sheriff's department, and later discuss the matter with Sheriff Wells (Rip Torn) who tells Logan his father Matt was a hero. They take the money to a source Logan trusts and learn the bills are legitimate but somewhat unusual, as many of them were circulated directly from the Federal Reserve in Dallas and are all dated between 1962 and 1963.

In the spring of 1968 in California, Sally (Jane Fonda), a loyal and conservative military wife, is married to Bob Hyde (Bruce Dern), a captain in the United States Marine Corps who is about to be deployed to Vietnam. As a dedicated military officer, Bob sees it primarily as an opportunity for progress. At first, Sally dreads being left alone, but after a while she feels liberated. Forced to find housing off the base she moves into a new apartment by the beach and buys a sports car. With nothing else to do, she decides to volunteer at a local veterans' hospital.
