Leading an expedition in Thuringia, Germany, Kousei Kougami was unearthing the resting place of one of the First OOO's alchemist to obtain legendary Lost Medals. However, upon the seal being undone, millions of Cell Medals erupt into a tower while creating a magical barrier that causes it the entire sit to flip over to Japan. This attracts Eiji Hino's attention as he and Ankh investigate. Arriving as Knights emerge from the tower after it dragged Kougami and Erika Satonaka in, Akira Date arrives as Eiji and him become Kamen Riders OOO and Birth to battle the Knights. The fight eventually attracts the other Greeds' attention before a new figure arrives and takes the Core Medals from all sides. Attempting to kill a boy that Kamen Rider OOO saves, the figure revealing his intent to become the New OOO of a new world before taking the Taka Medal and forcing everyone out with a barrier set up. Taking the boy to the Cous Coussier and learning his name to be Shun Wakaba, Eiji asks the boy why he was there before Shintaro Goto reveals their enemy to be known as Gara, one of the alchemists who created the Core Medals. Following Ankh when he senses something like Gara, Eiji and company find a strange girl called Belle as she presents 5 million yen to obtain Cell Medals from those she tricks so Gara can use the weight of human desire to execute his doomsday plan.

At the Energy Management Center, the Buddyloids question their Go-Buster partners' dependence on them before they are alerted to an attack on the Soujou District. Upon arriving and seeing what looks like a black pirate ship attacking, the Go-Busters before encounter the Space Empire Zangyack's new emperor Bacchus Gil and who they recognize as the Gokaigers. While Buster Hercules deals with the black Gokai Galleon, the Go-Busters fight the Gokaigers before Gokai Silver arrives. Giving his team the Google V and Timeranger Keys, Gokai Silver is confused over what is going on as Enter arrives with a case holding four Ranger Keys while obtaining a red one to complete what he called phantom Ranger Keys. However, a time vortex opens from the Keys' unstable power, with Enter keeping the red Ranger Key while the rest are sucked in along with the Gokaigers, Yoko, Gorisaki, and Beet J. Stag. Soon after, captured upon arriving, Navi reveals how she and Gai last saw their friends when their attack on the Zangyack home world ended with them being defeated by Bacchus in conjunction with his alliance with the Vaglass.

Two years after the events of Kamen Rider the First, a strange series of bizarre murders occur with the victims mutilated in a most gruesome fashion while pop star Chiharu's "Platinum Smile" is being played, becoming an urban legend. Meanwhile, Takeshi Hongo has become a high school science teacher with a troublesome class with one student catching his attention; a troubled girl named Kotomi Kikuma who was best friends with Chiharu and is worried about her. By the time Hongo and her find a dying "Chiharu", they learn she's actually an imposter as the Shocker Inhumanoid Chainsaw Lizard arrives with the six Shocker Riders to carry out the task of executing Hongo, forcing him to reveal himself in as Kamen Rider 1 to Kotomi before escaping his hunters. At around the same time, Hayato Ichimonji is shown still alive but slowly weakening due to his body's rejection of the cybernetic changes which made him Kamen Rider 2.

The film begins with the Gokai Galleon being chased by the Super Dimensional Highspeed Ship Dolgiran before crashing into the bay. The Gokaigers (sans Gai, who was sent off to buy dinner for them before this incident) confront the legendary Space Sheriff Gavan, who quickly defeats and apprehends them - despite their protests that the Special Police Dekaranger cleared them of all charges claimed by the Space Empire Zangyack. Retsu Ichijouji delivers his prisoners to Space Police Chief Weeval, who reveals himself as Ashurada, a member of the Zangyack Empire and descendant of Don Horror. After revealing his capture of the Gokaigers as a ploy to expose Chief Weeval's true motives, Retsu frees the crew by remotely unlocking their handcuffs, saving them from the firing squad before telling them to leave the premises. In the midst of the battle, the salute given by Retsu triggers a flashback in Captain Marvelous' mind. The Goujyu Drill arrives at the scene to pick up the Gokaigers while Gavan is captured by Ashurada and his creation Gavan Bootleg before they disappear into Makuu Space.

The movie begins with Phantoms Medusa and Phoenix approaching some Gates who are trapped in a strange machine and Xatan, Eel and Gahra, a trio of monsters known as the Akumaizers appear before them, claiming that the machine makes use of the captives' mana to summon revived monsters endlessly as part of their plan to get revenge on the Human Race for banishing them to the underground thousands of years ago. Meeting Ryuji Iwasaki, Yoko Usami, and their Buddyloid partners, Hiromu Sakurada and Cheeda Nick join them in the maiden voyage of the FS-0O, an original Buster Machine, and its Buddyloid Ene-tan. But upon being altered to an Enetron disruption in the Akeisho District, where the Enetron regulation system Tokyo Enetower (東京エネタワー, Tōkyō Enetawā) is located, Hiromu takes control of the FS-0O to finds a group of Bulgers gathering water for the Metaloid Steamloid. The Go-Busters battle the Buglers with the Buddyloids covering the civilians before Steamloid shoots off a steam that corrodes the Buddyloids' bodies. As the Buddyloids are being tended to, learning of their enemy's ability that explained why no Valgass Megazord is being transported, the Go-Busters find that Tokyo Enetower is emitting transport energy. By then, Masato Jin arrives and points the team to an item on the tower that would teleport the surrounding area to subspace for its Enetron Tanks once fully powered. With Masato unable to help as Beet J. Stag falls victim to Steamloid's steam, Ene-tan offers her aid to get the Go-Busters to Tokyo Enetower to defeat the Metaloid before deploying the Buster Machines.

Dark Shadow's Shizuka of the Wind sneaks into SCRTC to steal a mysterious red jewel, leading to the Gekirangers confronting her. When BoukenBlack, BoukenYellow, and BoukenBlue appear, a battle among the two groups over the jewel occurs at Shizuka attempts to retreat until BoukenSilver retrieves from her. However, Satoru Akashi arrives and takes the jewel to his former teammates' dismay. Soon after, Master Xia Fu reveals that the red jewel in his possession is one of two that belonged to the Cosmic Kenpō Master Pachacamac (宇宙拳法の使い手パチャカマック, Uchū Kenpō no Tsukaite Pachakamakku), who gave them to Brusa Ee after their lengthy 200 day battle. While this occurred, Sakura goes after the blue jewel in the Rin Jū Hall, and with Satoru, they battle Rio and Mere, who join them soon after to gain the power that the Cosmic Kenpō style offers. The Gekirangers and Boukengers head to South America where they race towards the Darkness Pathway ruins as Bouken Silver, Geki Violet, and Geki Chopper battle Rin Jū Hippotamus-Ken Bākā. But once at the top, after they're too late to stop the villains from getting to the Cosmic Kenpō's secrets, Akashi reveals that Sakura was actually possessed by Pachacamac's descendant, the evil Cosmic Kenpō Master Pachacamac XII (宇宙拳法の使い手パチャカマック１２世, Uchū Kenpō no Tsukaite Pachakamakku Jū Ni Sei), who uses his power to turn Rio, Mere, and Bākā into his pawns. Responding to a local disturbance, the Dekarangers apprehend Abared, Abare Blue and Abare Yellow, who were in the middle of chasing a raven. After interrogating the three Abarangers, the Dekarangers are ordered to bring them to the Deka Room, where they are all briefed on the shape-shifting Ginjifuan Kazak. The Abarangers explain that they were contacted by a curry shop owner friend of theirs who is being targeted by Kazak; hence their short battle with Kazak, who changed into a raven and fled while the Abarangers were arrested. Despite Doggie Kruger's suggestion to investigate the curry shop, both Super Sentai groups get into a heated argument over their methods of justice. However, when Yukito discovers a weak spot on Doggie's back and uses his chiropractic skills to fix it, Doggie suggests for Ban to team up with Ryoga.
