Gennaro Mattei, ancien chanteur célèbre, a abandonné sa carrière il y a dix ans à la suite d'un scandale et s'est retiré dans un petit village de pêcheurs italien avec son manager Michael et Lucena, un proche parent. Dans une petite principauté d’Europe centrale, au milieu du XIX siècle, la jolie chanteuse Christine Holm est invitée à chanter au concert de cour du prince. Le charme de Christine séduit le lieutenant Walter d'Arnegg, fils du ministre d'État de son Altesse. Mais leur liaison fait scandale et Christine doit partir. Elle en est d'autant plus désolée qu'elle pensait découvrir l'identité de son père dont elle ne sait rien, dans ce petit État où sa mère, chanteuse elle aussi, était venue chanter bien des années auparavant. Apprenant l'annulation de son concert, le prince la fait rappeler et demande à la connaître. Charmé à son tour, le prince promet de l'aider dans ses recherches sur son père. Le seul indice dont dispose Christine est une chanson que chantait sa mère à l'homme qu'elle aimait. Le prince reconnaît la chanson et se souvient de son aventure amoureuse avec une belle chanteuse, 25 ans auparavant : Christine est sa fille, elle chantera le soir au concert de cour, et épousera le lieutenant Walter.

The story begins in 1823 as the elderly Antonio Salieri (F. Murray Abraham) attempts suicide by slitting his throat while loudly begging forgiveness for having killed Wolfgang Amadeus Mozart (Tom Hulce) in 1791. Placed in a lunatic asylum for the act, Salieri is visited by Father Vogler (Richard Frank), a young priest who seeks to hear his confession. Since getting divorced, Baroness Amantine-Lucile-Aurore Dupin, previously Baroness Dudevant, the successful and notorious writer of sensational romance novels now living under the pseudonym George Sand, in Paris, has been in the habit of dressing like a man. In her romantic pursuit of the sensitive Chopin, whose music she fell in love with before seeing him in person, George/Aurora is advised that she must act like a man pursuing a woman, though she is also advised to avoid damaging his health by not pursuing him at all. With this advice Sand is deterred by a fellow countrywoman who pretends to be smitten with Chopin, the mistress of Franz Liszt, the Countess Marie d'Agoult. Whether the Countess is really in love with Chopin is unlikely; she seeks only to prevent a relationship between Chopin and Sand.

Waltzes from Vienna begins the sound of the fire brigade horn and the clip-clop of horses’ hooves, as the firemen race towards a fire at Ebezeder’s Café. Upstairs from the café, Rasi and Schani are oblivious to the danger, lost in a love duet that concludes with Schani telling Rasi that he has dedicated his newest song to her. At the same time, Schani’s music attracts the attention of the Countess Helga von Stahl, who is shopping in the dressmaker’s store next door. Schani and Rasi’s romantic interlude is interrupted by Leopold, a baker in Rasi’s father's café who is in love with Rasi, as he awkwardly climbs up the ladder to save her. Schani and Leopold argue over who will save Rasi from the fire, but Leopold eventually wins and hauls Rasi over his shoulder and down the ladder, causing her to lose her skirt on the way. Rasi races to the dressmaker’s shop to get away from the laughter of the onlookers. Schani retrieves Rasi’s skirt and then stumbles into the dressmaker’s in search of Rasi, where he meets the Countess. When the Countess learns that Schani is an aspiring musician, she proposes that he set some of her verses to music. As the Countess offers Schani her card, Rasi enters the room and becomes immediately suspicious of the Countess’s intentions.
