Synopsis
Jean Monnier, un auteur dramatique, est renversé par une voiture. La presse y voit une tentative de suicide. Encore à l'hôpital, il reçoit alors la visite d'un démarcheur qui vient lui proposer un service très spécial : un séjour dans une pension de laquelle on s'engage à ne pas ressortir vivant. « Une pension dont hélas aucun client ne peut faire la publicité de l'excellence du service rendu » déplore le démarcheur en quittant la chambre d'hôpital.Actors

Jean Ferrand est un ancien footballeur célèbre reconverti dans les affaires à Barcelone. Il vient d'envoyer sa femme malade se reposer dans les alpes françaises quand il renverse Micaela par mégarde avec sa voiture. La jeune femme n'est pas blessée et insiste pour l'inviter à la raccompagner chez elle. Despite the English title, in truth there are two French Detectives, based in Rouen. Verjeat is an aging, been-around gumshoe, while Lefevre is his young, callow and cynical associate. The two detectives don't like each other much at first, but this will change. Their current assignment is getting the goods on a corrupt politician. During an election, a fight between the supporters of two of the candidates. In the melee political thugs murder an opponent's volunteer and also kill a cop. The officer has time to warn his colleagues that the killer is Portor, a well-known thug whose brother is campaigning on behalf of law and order candidate Lardatte. Chief inspector Verjeat believes the politician who hired the thugs is as guilty as the murderous goon. His pursuit of Portor is hampered by Lardatte, for whom he has a personal dislike and misses no opportunity to humiliate. Verjeat's pursuit of Lardatte gets him a warning from his superiors. When he embarrasses Lardatte while disarming a hostage (the dead volunteer's father), Verjeat is told he's being promoted and transferred within a week to a posting outside of Rouen. This will take him off the case. As a result he then finds himself with a very short time to capture Portor. Verjeat is sure that his upcoming transfer is courtesy of Lardatte and his police contacts. He speeds up his hunt for the goon and, with Lefévre, he engineers a complicated scheme to buy more time before the transfer.

The film starts with the murder of District Attorney Vargas in Palermo, amongst a climate of demonstrations, strikes and political tension between the Left and the government. The subsequent investigation failing, the police assign the protagonist Inspector Rogas (Lino Ventura) to solve the case. While he is starting his investigation, two judges are killed. All victims turn out to have worked together on several cases. After Rogas discovers evidence of corruption surrounding the three government officials, he is encouraged by superiors "not to forage after gossip," but to trail the "crazy lunatic who for no reason whatever is going about murdering judges." This near admission of guilt drives Rogas to seek out three men wrongfully convicted by the murdered judges. He is joined by a journalist friend working for a far-left newspaper, Cusan.
