As the Pacific War draws to an end, the commandant of the Blood Island prisoner-of-war camp has let it be known that should Japan surrender, he will order the massacre of the entire captive population. When the prisoners hear through underground sources that Japan has indeed surrendered, they mobilise themselves to try to prevent the news reaching the commandant. Colonel Lambert (Morell), the authoritarian self-appointed leader of the prisoners, deems that they must sabotage communications between the camp and the outside world, and arm themselves in however makeshift a way in readiness for a final showdown.

After meeting a general, war correspondent Dick Ennis (Robert Mitchum) is assigned to accompany US Army Rangers for the upcoming attempt to outflank the tough enemy defenses. The amphibious landing is unopposed, but the bumbling American general, Jack Lesley (Arthur Kennedy) is too cautious, preferring to fortify his beachhead before advancing inland. Ennis and a Ranger drive in a jeep through the countryside, discovering there are few Germans between the beachhead and Rome, but his information is ignored. As a result, the German commander, Kesselring (Wolfgang Preiss), has time to gather his forces and launch an effective counterattack.

The film is about the folly of war, and the poor state of the British Army and its leadership during the Crimean War (1853–56). Britain had not fought in a European theatre since the Battle of Waterloo in 1815, and the army had become sclerotic and bound by bureaucracy. Tactical and logistical methodology had not advanced in forty years, and the whole ethos of the army was bound in outmoded social values.

In the winter of 1943–44, U.S. Army Brigadier General George Carnaby (Robert Beatty), a chief planner of the second front, is captured by the Germans when his aircraft is shot down en route to Crete. He is taken for interrogation to the Schloss Adler, a fortress high in the Alps of southern Bavaria. In Afghanistan, Taliban leader Ahmad Shah is responsible for killing over twenty United States Marines, as well as villagers and refugees who were aiding American forces. In the Battle of France in June 1940, RAF pilots evacuate a small airfield in advance of the German Blitzkrieg. The pilots, along with British and French military, leave just as German aircraft arrive and execute a heavy strafing attack. RAF Air Chief Marshal Hugh Dowding (Laurence Olivier), realising that an imminent invasion of Great Britain will require every available aircraft and airman to counter it, stops additional aircraft being deployed to France so that they are available to defend Britain. In the next dramatic scene, French civilians watch in awe as a convoy of German troops march into France and take control.
