The film begins with a former resident of the Pruitt–Igoe public housing complex returning to the site of the buildings in the north side of St. Louis, and noting that in spite of the decades since the planned demolition of the buildings, the site remains largely vacant. It continues by detailing the decision by the city to replace 19th century tenement housing with high-rise public housing, ultimately designed by Minoru Yamasaki (later the famed designer of the World Trade Center) in the modernist style as thirty-three 11-floor buildings.

In the 1997 general election, Tony Blair (Michael Sheen) becomes Britain's Labour prime minister. However, the Queen (Helen Mirren) is wary of Blair and his pledge to modernise Britain, despite his promises to respect the Royal Family. Three months later, Diana, Princess of Wales dies in a car crash at the Alma Bridge tunnel in Paris. Blair's director of communications, Alastair Campbell (Mark Bazeley), prepares a speech in which Diana is described as the people's princess. The phrase catches on and millions of people across London display an outpouring of grief at Buckingham and Kensington Palaces. Meanwhile, the Royal Family is still at their summer estate in Balmoral Castle. Diana's death sparks division amongst members of the family, with some of the view that since Diana was divorced from Prince Charles (Alex Jennings) a year prior to her death, she was no longer a part of the royal family. They argue that Diana's funeral arrangements are thus best left as a private affair of her noble family, the Spencers. Charles, however, argues that the mother of a future king cannot be dismissed so lightly, and persuades the Queen to authorise the use of an aircraft of the Royal Air Force to bring Diana's body back to Britain.

The drama opens with the disclaimer "Some of the following is based on fact. And some isn't". When Archbishop Fisher of the Church of England refuses her request to allow her and divorced war hero Peter Townsend, an equerry to her sister, to wed in a religious ceremony, and her brother-in-law and confidant Prince Philip advises her she will lose all her material possessions if they engage in a civil union, Margaret ends the relationship and plunges into a hedonistic lifestyle that frequently draws headlines in the press. She finds herself partnered with Tony Armstrong-Jones at a party that dissolves into an evening of sexual shenanigans, and she and the impoverished photographer begin to meet frequently for clandestine encounters in his dingy flat. When their relationship is made public, the two wed in an elaborate ceremony that is admired by those who embrace the monarchy and criticized by politicians who are shocked at the amount of money spent on the occasion while their constituents are struggling to get by on meager wages.

Jones, de mener une enquête sur leurs méthodes douteuses et immorales, dissimulées au peuple américain. Son investigation explosive révèle leur technique d'interrogatoire renforcée protégée et adoubée par le gouvernement américain, qui donna leur soutien et leur accord à la CIA pour qu'elle torture les suspects afin de leur soutirer des informations capitales. Après plusieurs années de recherches prouvant l'existence de ces pratiques cruelles passées sous silence, Jones rédige un rapport d'environ 500 pages, commandé par la United States Senate Select Committee on Intelligence, mais sa publication s'avère plus compliquée que prévu. En effet, la Maison-Blanche et la CIA mettent tout en œuvre pour étouffer les révélations de son enquête.
