The film is a sub-story to Kirikou and the Sorceress rather than a straight sequel. The movie is set while Kirikou is still a child and Karaba is still a sorceress. Like Princes et princesses and Les Contes de la nuit, it is an anthology film comprising several episodic stories, each of them describing Kirikou's interactions with a different animals. It is however unique among Michel Ocelot's films, not only in that it is co-directed by Bénédicte Galup (who has previously worked with him as an animator) but also for each of the stories being written by a different person (in all other cases, Ocelot has been the sole writer and director of his films).

The Mystery, Inc. gang visit a Halloween carnival on Halloween night; however, when the magician "The Amazing Krudsky" (voiced by Wayne Knight) does not allow Scooby to see his show, he and Shaggy accidentally expose Krudsky as a fraud during one of his acts, resulting in the gang getting kicked out of the carnival. Later, the rebellious Fairy Princess Willow (voiced by Hayden Panettiere) enters Krudsky's tent, where he secretly reveals his wishes to become a real magician. The fairy inadvertently causes Krudsky to notice her on the Goblin Scepter in a spell book, which can be combined with fairy magic to control Halloween. Krudsky then gets an idea to obtain the scepter and rule the world with it. Willow decides to toy with him, but while flying, she accidentally slams her small body against a metal chair knocking her out; Krudsky then crushes her with his flyswatter. When he notices her cry of pain from being crushed, he sees that she is a real fairy, kidnaps her, and absorbs her magical powers, thus becoming a real magician.

Gwen patiently explains, but with no detail, it is little surprise that Marnie still has a problem with her mom's order. Gwen has more or less restored order when her mother Aggie (Debbie Reynolds), who is an expert witch, shows up for her annual Halloween visit. The kids are happier to see Aggie than Gwen is, and it is soon shown why: Aggie openly encourages the kids to get more involved in all things Halloween, and Gwen is nearly powerless to stop her.

They travel to Burkittsville, Maryland, formerly Blair, and interview locals about the legend of the Blair Witch. The locals tell them of Rustin Parr, a hermit who kidnapped seven children in the 1940s and brought them to his house in the woods where he tortured and murdered them. Parr brought the children into his house's basement in pairs, forcing the first child to face the corner and listen to their companion's screams as he murdered the second child. Parr would then murder the first child. Eventually turning himself in to the police, Parr later pleaded insanity, saying that the spirit of Elly Kedward, a witch hanged in the 18th century, had been terrorizing him and promised to leave him alone if he murdered the children, but was hanged anyway.

Villains and their minions are imprisoned on the Isle of the Lost, a slum-like island surrounded by a barrier that prevents the use of magic (deceased villains were resurrected to succumb in this punishment). 20 years later, the Beast and Belle's son Prince Ben is soon to be crown king. As his first proclamation, Ben wishes to give the kids on the Isle of the Lost the chance to live in Auradon. Though skeptical, his parents accede to his idea. The kids chosen are: Carlos, son of Cruella de Vil; Jay, son of Jafar; Evie, daughter of the Evil Queen; and Mal, daughter of Maleficent. The quartet are causing mischief until they are summoned by Maleficent ("Rotten to the Core"), who orders them to use their school trip to steal Fairy Godmother's wand; with it, the villains will break the barrier and control of both sides of magic.
