Francis Phelan (Jack Nicholson) is a washed-up baseball player who deserted his family back in the 1910s when he accidentally dropped his son and killed him. It is assumed in the film that he was drunk at the time until he later claims he was just tired and doesn't understand why no one will believe him. Since then, Phelan has been a bum, punishing himself. Wandering into his hometown of Albany, New York on Halloween in 1938, Phelan seeks out his lover and drinking companion, Helen Archer (Meryl Streep). The two meet up in a mission managed by Reverend Chester (James Gammon), and later in Oscar Reo's (Fred Gwynne) gin mill. Over the next few days, Phelan takes a few minor jobs to support his habit, haunted by visions of his past. Francis comes back to his old family house and tries a reconciliation with his wife Annie Phelan (Carroll Baker), his son Billy (Michael O'Keefe) and Peg (Diane Venora). Meanwhile, a group of local vigilantes take it upon themselves to drive the homeless out of Albany. During the course of the day, a series of events change Francis' life forever.

The movie takes place as two parallel plots separated by couple years: In 1982, Wylie Cooper (Moore), is an engineer developing a targeting system on a tank for the United States Army. In 1984, Murphy is US Army Lt. Landry, an American tank commander sent to Kuwait to demonstrate "XM-10 Annihilator", America's latest main battle tank, which is equipped with Cooper's system. Because of the tank's poor design and shoddy construction, Landry and his crew are barely able to control or navigate the XM-10 before it leaves the proving grounds and wanders into a combat zone during Iraq's invasion of Kuwait (an unintentional foreshadowing of the Gulf War that occurred six years after the release of the film).

In Greentown, Illinois, a small town enjoying the innocence of an upcoming autumn as the days grow shorter, two young boys—reserved Will Halloway and somewhat rebellious Jim Nightshade—leave from an after-school detention for "whispering in class" and hurry off for home. The film begins with a newsreel montage, depicting celebrities of the turn of the 20th century such as Harry Houdini, Theodore Roosevelt, and the architect Stanford White (Norman Mailer), as well as life in New York. The newsreel is accompanied by ragtime pianist Coalhouse Walker, Jr. (Howard E. Rollins, Jr.). The millionaire industrialist Harry Kendall Thaw (Robert Joy), who makes a scene when White's latest creation, a nude statue on the roof of Madison Square Garden, is unveiled. The model for the statue is Evelyn Nesbit (Elizabeth McGovern), a former chorus girl who is now Thaw's wife. Thaw becomes convinced White has corrupted Evelyn and humiliated him, and publicly shoots White, killing him.
