Salil Chowdhury (Bengali: সলিল চৌধুরী, Hindi: सलिल चौधरी, Malayalam: സലില്‍ ചൗധരി) was an Indian music composer, who mainly composed for Bengali, Hindi, and Malayalam films. He was also a poet and a playwright. He is affectionately called Salilda by his admirers.

His musical ability was widely recognized and acknowledged in the Indian film industry. He was an accomplished arranger and was proficient in several musical instruments, including flute, the piano, and the esraj. He was also widely acclaimed and admired for his inspirational and original poetry.

The central character is the Post Master who is given a mysterious cheque for ₹500,000 to be given to anyone who will use it to benefit the people of the village. There is a postman who pretends to be lame and is secretly rich and may have sent the cheque. Then there is the postmaster's wife, who is sick and would rather use the money to cure her illness, and his beautiful daughter Seema (played by Sadhana), who has a crush on the village school master. Meanwhile all the greedy and influential people of the village are busy trying to convince everybody why they are most deserving of the money; they include the village priest, the land lord, the money lender, the village doctor and the school master, who is by far the most respected. They all decide democracy is the best means and decide to hold an election where the winner gets the money. The movie is a satirical look at democracy through various twists and turns in the plot, interweaved with a simple love story.

The story revolves around a farmer Shambu Mahato (Balraj Sahni), who lives with his wife Parvati 'Paro' (Nirupa Roy) and son Kanhaiya (Rattan Kumar) in a small village that has been hit badly by a famine. After years of drought, the region finally gets rain, leading the farmers to rejoice. Shambu owns two bighas (two-thirds of an acre of land) of land, which is the only means of livelihood for the whole family. The local zamindar (landlord) Thakur Harnam Singh (Murad) partners with some city business men to construct a mill on his large parcel of land, which in return would profit them and bring prosperity to the village. The only problem is that in the middle of Harnam singh's land lie Shambu's meager two bighas of land.

The film mainly captures the events of Vivekananda's life from his birth to 1897, when he returned to India from the West. The film takes place in Calcutta, 1971. The story begins with rehabilitation official Venu (Mohanlal) coming to Calcutta in one of his regular visits to shift about 35 to 40 refugee families to the Andaman Islands. The current rehabilitation plan is that only those who fall under the category of schedule caste farmers. People in Andaman, too, are not happy about taking in refugees. All the refugees have been staying in Permanent Liability Camp in Rana ghat, West Bengal for the past two decades. Experiencing the shattered lives of poor displaced people deeply hurts Venu in his silent moments alone in his small lodge room frequently finds himself lost in the thoughts about the lives of the refuge seekers he meets during the day. Living an oppressed life, their only hope being the occasional promises of land, cattle, and other grants by the bureaucratic state.
