The plot of the movie concerns Kelly Collins, a free-spirited eighth grade girl whose mother gets married to Brigadier General Joe "Sir" Maxwell (Gary Cole). When her new stepfather becomes the Commandant of a military school, George Washington Military Academy, Kelly and her family move upstate. Kelly has to enroll at the school, since it is the only school in the area, leaving behind her art school and her best friend Amanda. On her first day at military school, she befriends Carla (Andrea Lewis), a girl who has been there for a long time and shows her the ropes. Kelly, at first, has trouble fitting in and obeying the orders of the officers above her, especially Cadet Captain Jennifer Stone (Christy Carlson Romano), who has a crush on Cadet Major Brad Rigby (Shawn Ashmore). Kelly feels drawn to Brad instantly, and competes with Captain Stone for his attention. Captain Stone does not treat Kelly well, verbally abusing her and destroying her personal belongings. After taking a long time to complete the obstacle course, Captain Stone has Kelly take the course again. After getting all dirty from the course and finishing it, Kelly heads to the dance, but stumbles and ruins Captain Stone's dress at the dance. Her stepfather talks to Kelly in his office about the incident and what the teachers are saying about her. At home, Kelly is ready to tell her mom about her feelings and opinions of the new school, but before she could even start, her mother reveals to her that Kelly is going to have a half-sibling (implying that her mother and her stepfather are going to have a baby together). Although Michael has matured well since the first film, he still feels that by birthright he deserves to start at the top of his father's law firm, whereas his father tells him that he will start him as a job clerking in order to learn the profession from the bottom up. Michael takes a summer vacation with Tommy to Australia. Michael has big plans to show his cousin Tommy a good time aboard a luxury yacht, until he discovers that the yacht he chartered is actually an old, rusty fishing boat. But when modern-day pirates (led by Frakes, who stole Michael's wallet and discovered his family is very rich and intends on taking Michael for a ransom) chase the fishing boat, the boys are forced to jump ship, leaving them stranded on a desert island with the boat's captain, Jake Hunter, who scuttled the fishing boat to lose the pirates, and later admits he hated being a fishing boat captain and only stuck with it because it was his late father's calling. Frakes find the boys and attempts to shoot them, but fails due to his firearm being gunked up with quicksand he had gotten trapped in earlier while stalking the boys; who then outwit the pirates by absconding in their speedboat, leaving the villains stranded. As the boys escape they call the Australian Coast Guard for help. The pirates are arrested and their speedboat is seized. During a lunch the boys have with Michael's father and Tommy's mom, Michael arrives and tells Jake and Tommy that due to asset forfeiture, Frakes's boat is now theirs and that they are going to start their own charter business owned by all 3 of them, with Jake captaining the boat. Marnie, has just spent two years with her grandma Aggie. While hosting a mortal neighborhood Halloween party, Marnie tries to impress a cute new boy, Kal by showing him Aggie's magically-hidden room. Unbeknownst to Marnie, Kal is actually the son of Kalabar and takes the opportunity to steal Aggie's spellbook. Soon Aggie notices unwelcome magical symptoms. She and Marnie travel to Halloweentown to investigate and fix the problem before the portal between Halloweentown and the mortal world, open only on Halloween, closes at midnight. They discover that the whole town has been turned into a made-to-match (black and white) (silent film), and that the inhabitants have been turned into humans (or rather, into what Halloweentownians see as humans being: dreary and monotonous beings concerned only with such things as sensible dress or sorting socks). The victims include Marnie's goblin friend Luke. Aggie diagnoses this as the "Grey Spell." Aggie contacts grandson Dylan back home for a spell from her book, and Dylan and Sophie discover the book is missing. Marnie and Aggie learn that Kal is actually a Magician, (warlock) and the son of their enemy Kalabar (from the previous movie) Kal broke the Code of Merlin, a way of life for magical beings by stealing Aggie's book to limit her ability to hinder his attempt to complete his father's revenge on both Halloweentown and the mortal world. Aggie believes that if he is willing to go that far, then there is nothing that they can put past him. Aggie searches for her spare copy of her spellbook at her house in Halloweentown, but it is missing and she despairs.
