On a beach in Australia, two American surfers say goodbye to each other as one is about to leave for his flight back to California. The two men don't notice the large number of dead birds on the beach. On the flight, the surfer returning home starts coughing up blood and dies before the plane can land. Back in Australia, the other surfer is found dead in his apartment. Kayla Martin (Tiffani Thiessen) is a medical doctor with the Centers for Disease Control and Prevention (CDC) who has been assigned to the case. She and the local officials carry the body of the surfer out of the plane and start processing people to be put in quarantine until they can be evaluated for exposure. During the transfer, one of the passengers escapes to complete a business deal and unknowingly spreads the virus throughout Los Angeles. It is also revealed that outbreaks of the so-called "riptide virus" (as it comes to be known), an offshoot of the bird flu, are occurring in other cities around the world.

Aging, respected commander Paul Blanchard (Heston) is on his final submarine tour before promotion to command of a submarine squadron (COMSUBRON). The movie opens at Munich's Oktoberfest. Kendig and his team foil a microfilm transfer to an East German spy. However, they purposely do not apprehend Yaskov. Kendig is summoned to Washington, where his supervisor, Myerson (Beatty), is forcing Kendig into semi-retirement and a desk job because Kendig didn't arrest the Russian. Kendig resists, claiming to be "a field man", and, on his own initiative, takes leave, shredding his file en route. It is days before that is discovered. He goes to Salzburg, Austria to "hear some Mozart" and visit an old friend, Isobel Von Schoenenberg (Jackson). It is here that he seizes on the idea of writing a book exposing all the 'dirty tricks' of the CIA, KGB and other 'spy agencies'. Isobel is horrified to read the first chapter and tells Kendig that they'll all come after him to kill him. Nevertheless, he mails copies of the chapters to the various spy chiefs in the US, Russia, China, France and Great Britain. Soon enough, Myerson and Yaskov are after him, just as he wanted.

Based on actual events, this film tells the story of the 1939 voyage of the MS St. Louis, which departed from Hamburg carrying 937 Jews from Germany, ostensibly to Havana, Cuba. The passengers, having seen and suffered rising anti-Semitism in Germany, realised this might be their only chance to escape. The film details the emotional journey of the passengers who gradually become aware that their passage was planned as an exercise in propaganda, and that it had never been intended that they disembark in Cuba. Rather, they were to be set up as Pariahs, to set an example before the world. As a Nazi official states in the film, when the whole world has refused to accept them as refugees, no country can blame Germany for the fate of the Jews.

Bob Lee Swagger reluctantly leaves a self-imposed exile from his isolated mountain home at the request of Colonel Isaac Johnson, who appeals to him to help track down an assassin who is planning to shoot the president. Johnson gives him a list of three cities where the President is scheduled to visit and Swagger assesses a site in Philadelphia as the most likely. This turns out to be a set-up; while Swagger is working with Johnson's agents to find the rumored assassin, the Ethiopian archbishop is instead shot while standing next to the president. Swagger is then shot by a police officer but manages to escape. The agents tell the police that Swagger is the shooter and stage a manhunt for the injured sniper.
