En avril 2017, le film est nominé dans trois catégories de la compétition du film national ukrainien Zolota dziga (2017) (toupille d'or). En août 2017 le film a été sélectionné pour participer à la section «Focus sur le cinéma mondial» (anglais : Focus on World Cinema) du programme principal Festival des films du monde de Montréal 2017.
La particularité du film est, comme l'a remarqué le scénariste Andriï Kokotiouka, que contrairement aux traditions des productions de Studio Kvartal-95, dont neuf de leurs derniers films étaient réalises à 100 % en russe, le film Serviteur du peuple 2 est d'abord réalisé en langue ukrainienne et reste pour la suite de sa réalisation presque à moitié ukrainien.
Il s'agit du dixième film du Studio Quarter-95 qui a commencé à produire en 2009 avec le film Love in a big city.

The plot centres around knifethrower Gabor (Auteuil) and a girl called Adèle (Paradis), who intends to kill herself by jumping from a bridge. Gabor intervenes to prevent the suicide and persuades Adèle to become the target girl in his knifethrowing act. The film then follows their relationship as they travel around Europe with the act. Their companionship and teamwork mean great luck for both of them. Then they get separated and their lives once again become luckless. The film ends on a bridge in Istanbul, this time with her saving him from suicide.

The film is set in Arnhem Land, in a time before Western contact, and tells the story of a group of ten men hunting goose eggs. The leader of the group, Minygululu, tells the young Dayindi (Jamie Gulpilil) a story about another young man even further back in time who, like Dayindi, coveted his elder brother's youngest wife. The sequences featuring Dayindi and the hunt are in black and white, while shots set in distant past are in colour. All protagonists speak in indigenous languages of the Yolŋu Matha language group, with subtitles. Bertha Jacoby (Rosalind Russell), a Jewish widow, is convinced by her daughter Alice Black (Madlyn Rhue) to move from Brooklyn, New York to Tokyo, in order for Bertha to be closer to her along with her husband, Jerry Black (Ray Danton), now stationed at the U.S. Embassy in Tokyo. Her feelings about the Japanese with regards to her son's death in World War II start to change on board the ship to Tokyo, where she meets Koichi Asano, a Japanese Buddhist businessman (Alec Guinness), who also lost a spouse and two children in the War. The two share a bond over lives, their families, and their faiths, which develops into a romance. When she announces to her family of Asano's courtship, her daughter and son-in-law object to the idea of an interracial marriage. The movie ends with the two enjoying a Sabbath dinner.

A Boy Scout is standing at the crosswalk of a busy intersection in Bangkok and sees an elderly woman carrying some bags, struggling to make her way across the street. The woman drops some of her belongings, and as the seconds tick away before the lights will change, the boy runs out to assist the woman. In the confusion, he drops his mobile phone, and leaves it in the street while he helps the woman to safety. Just as the light changes and traffic starts to rush forward, the boy runs out to retrieve his phone, where he is hit by a bus and killed.

Rumous have it that a Swiss company is making investment plans to develop a Greek island. A couple of Athenian enterpreneurs rush to the island to buy land and flip it for profit. The Athenian couple, a race-car driver and an actress, meet the resistance of the island's grand old lady who does not wish to sell land to outsiders. The business plans eventually fail to materialise but romance ensues between the actress and the son of the lady as well as the race-car driver and a local girl. The film has references to ancient Greek tragedy and contains elements from it such as a chorus.
