In London, a gang of criminals from Australia led by Jack Coombes (Bill Kerr) impersonate policemen to carry out robberies. Local gang leader "Pearly" Gates (Sellers), who operates from the cover of a French couturier, finds his takings cut severely, and blames rival crook "Nervous" O'Toole (Bernard Cribbins). When it emerges that they are both being scammed by the same gang, they join forces, along with Lionel Jeffries' Police Inspector "Nosey" Parker, to bring the so-called "I.P.O. mob" (I.P.O. - Impersonating a Police Officer) to justice. Nanette Newman provides the love interest, the ubiquitous John Le Mesurier plays a senior policeman, and a young Michael Caine has a small and uncredited role as a young PC. Set in Mexico during the 1850s, the film tells the story of Sara Sandoval (Salma Hayek) and María Álvarez (Penélope Cruz). María is an uneducated, poor farm-girl whose caring father is being forced off his land by a cruel U.S. land baron, named Tyler Jackson (Dwight Yoakam). Sara is the highly educated, wealthy daughter of the arrogant owner of the nearby properties, and has recently returned from Europe where she attended numerous grade schools and colleges in England, Spain, and France for several years. Cosimo (Luis Guzmán) is arrested when he and Toto (Michael Jeter) try to steal a car. In prison, he meets an old man who tells him of a “Bellini” - a perfect heist - that he could not carry out because of a life sentence. Cosimo asks his girlfriend Rosalind (Patricia Clarkson) to find a "Mullinski" (Clevelandese for someone willing to do a prison stretch in exchange for money) so that he can walk free and pull off the heist. Rosalind and Toto ask misfits Basil (Andrew Davoli), Leon (Isaiah Washington), Riley (William H. Macy), who babysits his infant son while needing £1,000 to pay his own wife’s jail fine, and Pero (Sam Rockwell), a boxer who agrees to confess to Cosimo's crime for $16,000 but ends up being jailed alongside him. While inside, Pero gets Cosimo to tell him what the Bellini is before revealing that his own sentence was suspended, leaving Cosimo still in jail. Returning home, Pero is met by Rosalind and the other four demanding a refund. He tells them he used the $16,000 to pay off debts but will share the Bellini details. The six then decide to carry out the heist themselves.

Terry Benedict (Andy García) locates all eleven members of Danny Ocean's (George Clooney) gang, demanding they return the $160 million they stole from his casinos plus $38 million interest.
