The movie takes place in 1975. The story centers around two cops who eagerly work for the Bay City Police Department. Detective David Starsky (Ben Stiller) is a loud, macho acting cop who loves his Ford Gran Torino, and recklessly pursues people for minor offenses, and Detective Ken 'Hutch' Hutchinson (Owen Wilson), is a cool easy-going cop, who sometimes actually works alongside criminals, claiming to be undercover, to investigate their activity. The two cops are made partners, almost as punishment for their recent shenanigans. While the two are wary of each other from the beginning, Jewish-American drug kingpin, Reese Feldman (Vince Vaughn), and his partner-in-crime, Kevin (Jason Bateman), are planning to bring in a shipment of drugs worth millions of dollars. They have developed a new type of cocaine which is untraceable in scent and taste. When Feldman finds out that one of his drug pushers failed a drug transport operation, he kills him and leaves the body in the ocean.
Jackie Mullens dreams of becoming a singing star and her cousin Angus thinks he has what it takes to be a successful manager. After a spot at the hip club in town (wearing a kangaroo suit) fails to win Jackie any paying gigs, Angus enters her in a major talent competition to be held on New Year's Eve. If Jackie wins, her career is assured, and the $25,000 grand prize will help keep her family's pub open.
Christopher Wilde (Sterling Knight) is a famous pop star and teen idol, whose music is very successful all around the world. Sarah Olson (Maggie Castle) of Kalamazoo, Michigan is an obsessive fan of Christopher Wilde who seeks to use her family's trip to Hollywood, California to visit her widowed grandmother as an opportunity to meet him (Starstruck) for spring break. Christopher, meanwhile, is on the brink of landing a movie deal and has agreed to remain out of the tabloids in order to prove that he is serious about landing the role.
Film star Ted Crosley (Charles Starrett) is fed up with Hollywood and quits the movies to enroll in college under a fake name. While Ted tries to fit in at academia, his frustrated managers (Walter Connolly, Jimmy Durante) try to have him expelled from the college in order for him to resume his Hollywood career.

Kantmiss Evershot practices archery in the forest, but her boyfriend, Dale, surprises her; the arrow accidentally hits the Wizard of Oz. As they return to District 12, where the residents fight over food, kids who are afraid of getting picked for the Games are injuring themselves by smashing themselves with pans or cutting off their feet and still being content. At the Gathering for the 75th annual Starving Games, President Snowballs explains he separated America into districts to keep "stupid stuff" from happening again, such as Lady Gaga being president with her running mate as Nicki Minaj; due to this, the rich now dress in bright and odd clothing. He also reveals the winner will win an old ham which expired in 1979, a pickle he's taken a bite out of, and a coupon to Subway. During the drawing for District 12's contestants, trouble occurs as vulgar name puns get drawn first. Petunia, Kantmiss's sister, tricks Kantmiss into volunteering when she gets picked by crying crocodile tears; Dale tries volunteering too, but idiotic Peter Malarkey beats him to it. The night before the Games, the contestants are being interviewed by Stanley Ceaserman, the host of the Starving Games countdown show. A stylist named Cinnamon gives Kantmiss a red dress, but it turns out he mistook her for another contestant in the Games. When Peter reveals his affection for Marco, a contestant from District 1 who is favored to win, Kantmiss is so furious that she literally sticks a foot up his rear end. When Kantmiss appears on stage, a video reveals how Dale first fell in love with her. It reveals that he was attracted to the sight of her defecating in the woods, which the audience finds pleasant. When Kantmiss spins her dress and catches fire, she starts screaming and swearing. There are also sports commentators for the Games, Bob Hylon and Cleaver Williams, a past Games winner who got his nickname by using a meat cleaver to kill a contestant.
Saverio and Filippo are two friends and religious leaders of a travel agency in Rome. However Filippo has a trouble with his wife, because she finds out that the husband has cheated on her with a comely girl named Alice. When Filippo loses his house with divorce, tries to console himself with the love of the girl, but he does not find she anymore, and falls into depression. Saverio will do anything to help him.
A quirky, out-of-of place worker (Keith Gordon) at a crucifix factory in the Bible Belt invents a device he claims can show pictures of Heaven. Discouraged and confused by the inability of those around him to see anything but a screenful of static, he charismatically hijacks a bus of friendly elderly people in order to get media attention for his invention.
Statross is a mixed-race baron who lives in a mansion haunted by the ghost of his father, a Nazi colonel. Statross is tormented by his identity and the past of his ancestors.
