Alison (Betsy Russell) is a cheerleader at Lindo Valley who is struggling with feelings of inadequacy and anxiety. She has a dream in which she is performing a cheerleading routine to an empty stadium; suddenly, her arms are slashed open. She awakens only to realize she had been dreaming. With her fellow cheerleaders, boyfriend, Brent (Leif Garrett), and friend Timmy (Travis McKenna), Alison heads to a remote cheerleader camp called Camp Hurrah to compete in a contest, led by the icy Miss Tipton (Vickie Benson).

The film begins as two students named Rosie and Tom excuse themselves from a basketball game and head to a campground where it is revealed that the campground was built on a haunted Indian burial ground, adopted by an ancient Indian shaman to watch over the ground site. After Tom and Rosie finish having sex, Rosie heads out and finds an abandoned police car, not knowing that the Shaman is watching her through the bushes. Rosie gets inside the police car, only for the Shaman to attack from behind the seat, causing Rosie to flee and in the progress, gets stabbed in the hand.

The father of New Orleans schoolteacher Annie Tarrant (Rowan) was murdered in a Candyman-like fashion some years prior. When Professor Philip Purcell is murdered in a bathroom by Candyman after presenting the legend at a book signing and calling him forth, Annie's brother is accused of the murder (since his furious public confrontation of Purcell over the subject) and one of her students starts to see the Candyman. In order to disprove to herself that the Candyman exists, she says his name five times in front of a mirror, summoning him to New Orleans on the eve of Mardi Gras, where the killings begin in earnest. Her husband Paul Mckeever becoming one of Candyman's new victims. The film's climax reveals more details of the Candyman's genesis, and his reason for stalking Annie.

Several years after the events of the second film, the ghostly serial killer returns once again from beyond the grave; this time, during the eve of Day of the Dead, to haunt a Los Angeles art gallery owner named Caroline McKeever, a distant relative of the Candyman (and also Annie Tarrant's daughter) in order for him to claim her soul so she will be next to him. In the meantime, the Candyman goes about killing all those associated with Caroline (starting with artist Miguel Velasco, her lover, and following with her roommate Tamara) in his usual gory ways with his hook and making it appear to the authorities that Caroline is the one responsible for the killings. Particularly when seasoned police detective (and closet prejudice of most minorities) L.V. Sacco dies, which not only brings the whole local police department down on her head; but puts her in the firing line of Sacco's equally bigoted partner Lt. Det. Samuel Deacon Kraft who has no intention of bringing her in alive.

At Camp Blackfoot, several campers pull a prank on the caretaker, "Cropsy". During the night they sneak into his cabin and set up a wormy skull next to his bed with candles in the eye sockets. When Cropsy is awoken by the campers banging on his window, he is so frightened by the skull that he knocks it onto his bed, where it ignites his sheets and clothes. The film opens in a garage with an unconscious young woman having her head wrapped in duct tape and her legs chained to the back of two cars. A man and woman walk to their cars on their way to work. As the couple start their cars they exit the driveway. The woman in the car notices the victim, but as she exits her car to warn the man, he drives off. Neil Conners (Cody Kasch) receives a chain letter from an anonymous person telling him that he is the first person who links the chain, and instructing him to forward it to five people or else he will die. His sister Rachael (Cherilyn Wilson) forwards the letter, but to only four recipients. Neil then adds his sister to the list and sends it.
