Han Jong-sik (Kim Seung-woo) is a corrupt detective who frames innocent people to further his career. One of his victims takes his revenge on Jong-sik by killing his wife and injuring his daughter, Min-ji (Kim Sae-ron), who is now in need of a heart transplant. To help his sick daughter, he starts working for a mob boss who deals in organ trafficking. Na Sang-man (Son Byung-ho), a magician and one of the people he falsely accused of murder, discovers that his daughter is dead and his wife is in a coma because of a suicide attempt. Now, the only thing on his mind is vengeance. He is released after two years behind bars when the officials find out by accident that he is innocent. He tracks down Detective Kim (Im Ha-ryong), Jong-sik's colleague, to re-open the murder case. Meanwhile, Soo-kyung (Choi Jung-yoon), the organ transplant coordinator, locates a heart for Min-ji, but Jong-sik finds out that the heart is from Sang-man's wife. Realizing that Sang-man would not allow the transplant, he finds a way to get rid of him. Sang-man discovers his plans and kidnaps his daughter.

Film director and screenwriter Kim Jung-rae asks his friend Won Chang-wook to drive with him from their homes in Seoul to the resort town of Shinduri, on the western coast of South Korea. Chang-wook initially resists, but accepts the request on the condition that he can bring Kim Mun-suk, a composer and aspiring singer whom he describes as being his girlfriend. Jung-rae is writing a treatment for a film titled "About Miracles," concerning the mysterious connections that secure everyday life—themes that play a major role in the work of Hong Sang-Soo. Mun-suk quickly makes clear that she does not consider herself Chang-wook's girlfriend, and she finds herself and Jung-rae increasing drawn together. As the three drive on, Mun-suk discusses her years living abroad in Germany and reveals that she has had a number of relationships with Europeans, a fact that greatly disturbs both Chang-wook and Jung-rae. Mun-suk is particularly disappointed in Jung-rae's reaction, claiming, "You're not like your films." Nevertheless, Mun-suk and Jung-rae later kiss on the beach and then sleep together in a low-rent hotel room.

The film begins with high-level military leaders from both North and South Korea discussing the surrender of a North Korean 50 Mt nuclear warhead (Hangul: 비격진천뢰; RR: Bi-geok-jin-cheon-ryoe) in a secret underground development bunker near the DMZ. The warhead was secretly jointly-designed, but international pressure has forced North and South Korea to hand over the device and close the facility. North Korean officer Major Kang Min-gil (Kim Seung-woo), displeased with the conciliation of the Koreas, rebels and steals the warhead with the help of several of his loyal soldiers, even killing some North Korean guards in the process. Due to the top-secret nature of the meeting, the leaders of both sides cannot request reinforcements to apprehend the officer, and instead dispatch a South Korean special forces platoon under the leadership of Major Park Jung-woo (Hwang Jung-min), who was present at the meeting.
