Roger Donaldson (born 15 November 1945) is an Australian-born New Zealand film director, producer and writer whose films include acclaimed 1981 relationship drama Smash Palace and a run of titles shot in the United States, including Kevin Costner starrers No Way Out and Thirteen Days, and 1997 disaster movie Dante's Peak.

Veteran CIA officer Peter Devereaux (Pierce Brosnan) supervises a young operative David Mason (Luke Bracey), and chides him for becoming intimate with a local woman. Relationships can be used against an agent, he says laying out a scenario forcing an agent to choose between the job and someone they love. Subsequently, in a mission to protect a US Ambassador in Montenegro. Devereaux, wearing Kevlar, impersonates the ambassador in a public square, drawing the fire of an assassin. Mason disobeys Devereaux's orders not to fire as the crowd is too close, and in shooting the assassin, Mason accidentally kills a child.

Petty-criminal-gone-straight, Terry Leather (Jason Statham), owns a struggling car-sales garage. In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.

During the SETI program, Earth's scientists send out transmissions (shown to be the Arecibo message) with information about Earth and its inhabitants, DNA structure, etc., in hopes of finding life beyond Earth. They then receive transmissions from an alien source on how to create endless fuel effortlessly. Therefore, the scientists assume that this is a friendly alien species. From a second alien transmission, the scientists receive information about an alien DNA along with instructions on how to splice it with human DNA. A government team led by Xavier Fitch (Ben Kingsley) goes forward with the genetic experiment attempting to induce a female, because a female would have "more docile and controllable" traits. One of the hundred experimental ova produces a girl named Sil, who looks like a normal human but develops into a 12-year-old in 3 months.
