Samantha (Courteney Cox Arquette) is a travel journalist who is still recovering from the break-up with her last boyfriend, when her psychiatrist (Carol Kane) ironically suffers a nervous breakdown. While Samantha is canceling her appointments, her new neighbor (David James Elliott) comes for a session. Having never met the real Dr. Rosenberg, she poses as her shrink in an attempt to steer him away from his girlfriend and towards her. Because of her new situation, Samantha ends up seeing a few of Dr. Rosenberg's other patients, including eccentric magazine salesman Henry (David Arquette). The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead. Beaver (Cameron Finley) gets his heart set on a bicycle in a store window, but does not think his parents will shell out that money for it. Eddie Haskell (Adam Zolotin) tells him that if he sucks up to his father (Christopher McDonald), by signing up for football, he will be sure to get it on his upcoming birthday. He enrolls on the football team and doggedly endures the practices, despite his disadvantage of being smaller than most his teammates. As Eddie predicted, Ward is glad Beaver signed up for football, as evidenced by a brief fantasy Ward has of Beaver making a touchdown while several professional football players all fail to tackle him. However, the first game of the season ends poorly when he passes the ball to a kid on the opposing team when he mistakingly remembered him as a friend from summer camp. On the first day of school five days later, Ward and June (Janine Turner) tell Wally to drop Beaver off and pick him up for a few days because he has never ridden his bike there before. At school he sits beside a very pretty girl named Susan Akatsu (Brenda Song) and has a kind teacher named Miss Landers (Grace Phillips). After school Eddie asks Wally to come to the soda shop to see him flirt with Karen (Erika Christensen). Eddie does not want Beaver to follow them, so Wally leaves him alone at the bike rack telling him he will be back in a second.

During the SETI program, Earth's scientists send out transmissions (shown to be the Arecibo message) with information about Earth and its inhabitants, DNA structure, etc., in hopes of finding life beyond Earth. They then receive transmissions from an alien source on how to create endless fuel effortlessly. Therefore, the scientists assume that this is a friendly alien species. From a second alien transmission, the scientists receive information about an alien DNA along with instructions on how to splice it with human DNA. A government team led by Xavier Fitch (Ben Kingsley) goes forward with the genetic experiment attempting to induce a female, because a female would have "more docile and controllable" traits. One of the hundred experimental ova produces a girl named Sil, who looks like a normal human but develops into a 12-year-old in 3 months.
