Van Damme plays counter-terrorist agent Jack Quinn, who is assigned to bring an elusive terrorist known as Stavros to justice. Things become personal when Stavros kidnaps Quinn's pregnant wife after his own lover and child were killed in an assassination attempt that went awry. Aiding Quinn in his rescue is his flamboyant weapons dealer Yaz (Dennis Rodman).
This film has received negative reviews and was a box office bomb.
The film was also nominated for and "won" three Golden Raspberry Awards: Worst Supporting Actor (Rodman), Worst New Star (also Rodman) and Worst Screen Couple (Rodman and Van Damme).
Synopsis
Having successfully completed his final mission three years prior, which was to retrieve a truck load of plutonium stolen from a US military base in Croatia by freelance international terrorist Stavros, government anti-terrorist agent Jack Paul Quinn is relaxing by his pool in Southern France with Kathryn, his pregnant wife. Quinn is approached by a government representative who tells him that Stavros, Quinn's nemesis, has become active again and tries to convince Quinn to come out of retirement telling Quinn that he ‘can’t retire until he [Stavros] does’. Quinn is reluctant to return to duty but agrees after the same representative is killed by Stavros shortly after the meeting with Quinn.Actors

A group of terrorists led by Commander Topov (Zahary Baharov) kidnap the Ukrainian prime minister's son and daughter and hold them hostage, demanding the release of their imprisoned comrades within 72 hours. In addition, they have taken over the crippled Chernobyl Nuclear Power Plant and threaten to detonate it if their demands are not met. It is revealed that among the ranks of the terrorists is an experimental Next-Generation UniSol (NGU) (Andrei "The Pit Bull" Arlovski), who was smuggled in by rogue scientist Dr. Colin (Kerry Shale). U.S. forces join up with the Ukrainian army at the plant, but quickly retreat when the NGU slaughters most of them effortlessly. Dr. Porter (Garry Cooper), Dr. Colin's former colleague on the Universal Soldier program, revives four UniSols to take down the NGU, but they are systematically eliminated.

The film is set in the then-future of 1996 in Los Angeles. Harley Davidson (Mickey Rourke) is in a motel in Texas when he hears about a dangerous new street drug named "Crystal Dream" on the radio. The significance of this street drug does not arise again until later in the film. Harley then meets a lifelong friend, a cowboy who is nicknamed The Marlboro Man (Don Johnson) and they later plan a bank robbery to help save their friend's bar from being foreclosed and replaced with a skyscraper. However, after they rob a bank's armored car, they discover the cargo they stole is the designer drug "Crystal Dream", not money. Chance Wilder (Tom Sizemore), who is a bank president involved in drug dealing, demands the return of the drugs. A series of increasingly deadly encounters ensue as heavily armed assassins (who work for the bank) hunt for Harley and Marlboro. Much of it was actually filmed in and around Tucson, Arizona and the "Boneyard" at Davis-Monthan Air Force Base.

On one evening, Hong Kong's largest gang, the Hero Gang, uses an armed robot named Pioneer I to rob a bank and the police was unable to stop it. Maria (Sally Yeh) is a loyal member to the Hero Gang and its leader (Ben Lam) and did not hesitate to kill the mechanical maintenance staff who tried to escape. Master (Lam Ching-ying), an elder member of the gang was dissatisfied with Maria's style of cold-blooded killing. The film begins with a small IRA team, including Martin Fallon (Mickey Rourke) and Liam Docherty (Liam Neeson), watching as two British Army Land Rovers approach the roadside bomb they have set for them. At the last minute, a school bus overtakes the army vehicles and detonates the bomb as it passes, killing the children. After most of the team escape the scene pursued by the soldiers, Fallon travels to London in a bid to escape the past. In London, he is approached by a contact who asks him to take on one last job on behalf of local gangster Jack Meehan (Alan Bates) and his brother Billy Meehan (Christopher Fulford). They offer Fallon money, a passport and passage to the US if he kills a rival gangster. Initially reluctant, he nonetheless takes on the job. However, as he is carrying out the hit in a graveyard, he is seen and confronted by the local Catholic priest, Father Michael Da Costa (Bob Hoskins). The confrontation is watched from a distance by Billy Meehan, who tells his brother there is a witness to the killing.
