Filmed at a number of small dirt ovals in the South, the film is set in the 1959 edition of NASCAR's Southern 500 at Darlington Raceway in Darlington, South Carolina. All filming was done during that year with much of the footage taken during the actual event. A film car was entered to capture on-track sequences and Rory Calhoun actually ran some laps during the race. Calhoun drives a two-tone 1957 Chevrolet, with a blue body and white top, while his friend-turned-competitor "Les York" is in a 1959 Oldsmobile.
The movie is clearly a "B" grade production in terms of budget but Thunder In Carolina managed to capture much of the sound and fury of the era. The film was later marketed on home video as "Hard Drivin'" with a freeze-frame title spliced into the opening.

In Kotzebue, Alaska, bush pilot Mike Wein (Wayne Morris) receives a government contract to fly schoolteacher and nurse Martha Raymond (Lola Albright) to Little Diomede Island, an island two miles from the Soviet-owned Big Diomede Island. Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. One night, while helping news reporter Amy Yip (Anita Yuen) and Kong (Ken Lo) after their Mitsubishi FTO runs out of gasoline, Chan commandeers the car with Amy inside to chase after a speeding black Nissan Skyline GT-R R32 driven by the dangerous criminal driver Warner "Cougar" Kaugman (Thorsten Nickel). In the high speed car chase's climax, Chan traps Cougar in a police roadblock and has him apprehended. However, due to a lack of evidence and a warrant for arrest, Cougar is immediately released from police custody. Chan continues to be harassed by Amy, who wants to do a cover story of him.

The film tells the story of Zack (Syamsul Yusof) and Sham (Farid Kamil), close friends who share a passion for drift racing. Though the sport is popular with men, Zack's girlfriend (Fasha Sandha) took up the sport and became competitive in it. Zack is an elite racer who runs a workshop while Sham is more down to earth and always has problems with his racing car. Zack is unhappy with drug pushers selling on his racing patch, but Fasha (who is a former user) is friendly with some of them which leads to a confrontation between her and Zack. Casey Owens (James Darren), a young mechanic, has developed a design for a turbine car engine, paving the way for a jet-powered auto certain to set a new land speed record.
