John "Hannibal" Smith (Liam Neeson) is held captive in Mexico by two Federal Police officers working for renegade General Javier Tuco (Yul Vazquez). Hannibal escapes and sets out to rescue Templeton "Faceman" Peck (Bradley Cooper), who is held captive at Tuco's ranch. Hannibal saves Face after enlisting fellow Ranger B.A. Baracus (Quinton Jackson), driving to the rescue in BA's modified GMC Vandura van. Pursued by Tuco, they stop at a nearby Army Hospital to recruit the services of eccentric pilot Howling Mad Murdock (Sharlto Copley). They flee in a medical helicopter, chased by Tuco, in a dogfight that leaves BA with a fear of flying. The battle ends when they lure Tuco's helicopter into American airspace, where it is shot down by a USAF F-22 Raptor for trespassing.

Mary Griffith (Sigourney Weaver) is a devout Christian who raises her children according to the evangelical teachings of her local Presbyterian church in the late 1970s and early 1980s in Walnut Creek, California. Her son Bobby (Ryan Kelley) confides to his older brother that he may be gay. Life changes for the entire family after Mary learns about his secret. Bobby's father and siblings slowly come to terms with his homosexuality, but Mary believes that God can cure him. She takes him to a psychiatrist and persuades Bobby to pray harder and seek solace in Church activities in hopes of changing him. When Bennett Brewer (Aaron Johnson) dies, his family feel like they cannot go on. His mother Grace (Sarandon) and his father Allen (Brosnan) get an unexpected visitor knocking at their door; it turns out to be a young woman called Rose (Mulligan), who is pregnant with Bennett's child. As the story develops Bennett's younger brother Ryan is introduced and he is grieving the fact he did not say a final good bye to his brother. One sees the true relationships of the family as the story comes together, Grace waits at the bed of Jordan Walker, the man driving the truck which collided with Bennett's car in the crash. She is waiting for his wake so she can ask him what her son's final 17 minutes were. After a while, she finds out the truth but is disappointed in what she hears. In the last moments, Bennett was not calling his mother's name, he was calling to Rose asking the other wounded passenger Walker to make sure that she was safe.

The film takes place in a 1950s-esque alternate universe where radiation from space has turned the dead into zombies. This resulted in the "Zombie Wars", where humanity battled zombies to prevent a zombie apocalypse, with humanity the ultimate victor. The radiation still plagues humanity, as all those who die after the original contamination turn into the undead, unless the dead body is disposed of by decapitation or cremation. In order to continue living normal lives, communities are fenced with the help of a governing corporation named Zomcon. Zomcon provides collars with accompanying remote controls to control the zombies' hunger for flesh so as to use them as slaves or servants.

Chief Inspector Charles Dreyfus narrates a flashback of a soccer match semi-final between France and China. Eager to win the Medal of Honour, Dreyfus promotes a clumsy policeman and "village idiot", Jacques Clouseau, to the rank of Inspector and assigns him to the Pink Panther case. Meanwhile, Dreyfus assembles a secret team of top investigators to crack the case, allowing Clouseau to serve as the public face of the investigation so that media attention is focused on Clouseau. Dreyfus assigns Gilbert Ponton as Clouseau's assistant and instructs Ponton to keep him informed of Clouseau's actions. Ponton becomes good friends with Clouseau and remorseful of his orders.
