In 1928 Chicago, two gangsters kill a store owner. Mobster Big Ed (Paul Douglas) sends top henchman Bugsy Welch (Keenan Wynn) to place a white carnation -- his trademark -- on the corpses, to suggest that he is responsible. The police rush to arrest Big Ed, only to find out that he has an alibi. After winning the house-of-the-future Ma and Pa are content. Until they receive a notice stating that they have won a contest from the Bubble-Ola Company, and the prize - a free all-paid trip to New York City. Ma tells Pa that they can't go because they have no one to look out for the kids. Meanwhile, famous bank robber Shotgun Munger crashes and drives into the Kettle Farm. Pa comes along and greets him, after a long conversation Munger tells Pa that he can stay and watch over the kids (he was trying to hide from the police). So, Ma and Pa Kettle go to New York City and get in contact with their daughter-in-law Kim and their son Tom.

In Manhattan, former gangster turned legitimate businessman Martin Martin (Pat O'Brien) has become the target of a politically ambitious district attorney, who has offered immunity for Martin's former partner in crime Dane Cory in exchange for his testimony. After being informed about the deal and narrowly escaping arrest, Martin pays a visit to Cory to persuade him not to testify. The meeting ends up with a shootout, with Martin killing one of Cory's henchmen and being hit himself before fleeing. With his picture on newspaper front pages and a reward on his head, Martin decides to hide in an abandoned house. While recovering to prepare a final assault on Cory, he adopts an injured dog that strays into his hideout and names him Johnny One-Eye.

Dr. Julian Blair is engaged in unconventional research on human brain waves when his wife Helen (Shirley Warde) is tragically killed in a freak auto accident.
