The three Rawlins children, Charlie, Carrie, and Paul are evacuated from London during The Blitz to the remote village of Pepperinge Eye. They are placed in the reluctant care of Miss Eglantine Price, a reclusive woman who agrees to the arrangement temporarily. The children attempt to run away back to London, but change their minds after observing Miss Price attempting to fly on a broomstick. Miss Price reveals she is learning witchcraft through a correspondence school with hopes of using her spells in the British war effort, and offers the children a transportation spell in exchange for their silence. Miss Price casts the spell on a knob that the youngest child, Paul, has removed from the bed in the children’s shared bedroom, and she adds that only Paul can activate the spell.

During the First World War in 1915, Geoffrey Richter-Douglas (Michael York), a Scotsman of German descent, is a lieutenant in the British Army. He meets Stephanie (Alexandra Stewart), a German spy with whom he falls in love. She suggests that he escape to Germany, where the other members of his family and his friends are. As a loyal soldier, he reports this contact to his commanding officer, Captain Whitney, who also wants Geoffrey to go to Germany, but on a secret mission to steal the plans of the LZ36, a new type of Zeppelin under development at Friedrichshafen.

A drunken Gypsy couple spending the night in the abandoned Wolfstein castle accidentally resurrect the werewolf Imre Wolfstein when they remove the silver cross from his corpse. Once alive, he not only kills the Gypsy couple, but also wreaks havoc on a nearby village. The villagers attribute the attack to ordinary wolves, and in response, form a hunting party to kill off the animals. While on the hunt, Count Waldemar Daninsky is attacked by Imre Wolfstein and is afflicted with lycanthropy. After killing innocent victims in the midst of his transformation, he seeks help from specialists, Dr. Janos de Mikhelov and his wife, who turn out to be two vampires, who then prey on both Janice and Rudolph, Waldemar's friends. The vampires revive the first werewolf, Imre, from the dead, and force the two werewolves to battle each other. Waldemar kills Imre Wolfstein with his fangs and then destroys the two vampires, only to be killed in turn by a bullet fired by Janice, the woman who loved him most.

Before the credits, the film opens to an image seen through a prism. It depicts a group of naked, writhing bodies in the process of group sex. The prism replicates the image, so several versions are seen in a single frame. The credits are followed by a scene opening in a suburban area of California. A car is seen driving around, the passengers presumably looking for something. They stop before an old mansion, then the camera shifts to the image of door knocker depicting a lion's head. The young couple knocks first, then enters through the unlocked door. They bicker over the decision to enter unannounced. The young man then jokes about the creepy location, saying that "Any minute, I expect Bela Lugosi as Dracula" to appear.

The story is set in Rome in 1900. In a seedy area of the city, "borgataro" Nino Patroni, called in Roman dialect "Er Più of Borgo Santo Spirito", seeks to marry a fellow rogue with his sister. Nino also tries to fix himself with the beautiful turbines Rosa, but the girl is disputed by the protagonist with the squire Augustarello, leader of a gang of thugs in the village adverse to that of Nino. After moments of respite and battles with stab wounds, Nino manages to make peace with the family of Augustarello; as a matter of fact, after Nino wounded in a duel, Augustarello accidentally killes himself with his stab.
