Renegade KGB agents hijack a plutonium shipment inside the United States and use it to plant a nuclear device in the Saudi Arabian Ghawar oilfield. They threaten to detonate it, thereby contaminating 50% of the world's oil reserve, unless Israel withdraws its settlements from the West Bank. The fact that the KGB is behind this threat is unknown, as the culprits are believed by the Israelis and Americans to be Islamic fundamentalist extremists. The American president contemplates starting a war with Israel, in order to save the world from oil crisis. The director of the CIA offers the president an alternative solution.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. When Vice Admiral Jim Greer (Jones) is stricken with terminal cancer, Jack Ryan (Ford) is appointed Deputy Director of Intelligence and is asked to go before the U.S. Congress to request increased funding for ongoing (CIA) operations in Colombia.

Carl Hamilton must leave his girlfriend because he gets assigned to infiltrate an international gang of smugglers who are about to sell Swedish missiles to terrorists. Hamilton's life depends on making the criminals at all times believe he was a Russian. When the weapon dealers and the terrorists meet, the whole transaction haywires and Hamilton has to kill and run. Being on his own, he cannot retrieve the missiles. Back in Sweden he is berated by a new superior. He returns to his girlfriend and admits he wants to quit his job. They have a reunion but she is a doctor and has to leave him in the middle of the night because of an emergency. He falls into sleep, recalling in his dream how he had to kill at close range during his recent mission. When she touches him while his nightmare peaks, he reacts as if he still was among cutthroats. Before he can even open his eyes he carries out a trained reflex and kills her. Obviously shocked and dismayed he leaves he flat. He blames his mentor DG for having him turned into a killing machine. DG persuades him not to give himself up and sends him abroad to rescue a Swedish technician who seems to be involved in the matter of the smuggled Swedish missiles. But a Western agency for mercenaries named Sectragon plans to kindle a new war as a profitable new business opportunity. They even attempt to assassinate a foreign head of state in Sweden. Hamilton can confound their scheme. Finally he visits the inspector who investigates the death of his late girlfriend. He comes clear but also tells her to drop the case. Hamilton must keep on doing his job because it is just... In the interest of the nation.

In the winter of 1943–44, U.S. Army Brigadier General George Carnaby (Robert Beatty), a chief planner of the second front, is captured by the Germans when his aircraft is shot down en route to Crete. He is taken for interrogation to the Schloss Adler, a fortress high in the Alps of southern Bavaria. In the Mediterranean Sea, Italian fishermen rescue an unconscious American man (Matt Damon) floating adrift with two gunshot wounds in his back. The boat's skipper finds a tiny laser projector surgically implanted under the man's skin at the hip. When activated, it displays the number of a safe deposit box in Zürich. When he regains consciousness, the man discovers he has dissociative (or psychogenic) amnesia. It is soon revealed the amnesia is selective, as the man realizes he knows several languages and advanced combat skills. Much later he remembers fragments of the C.I.A. trauma-based programming which erased and replaced his identity. When the ship docks, he sets off to investigate the deposit box.

A gang is attempting to steal computers from an 18 wheeler. One of the gang members remotely hacks a set of traffic lights, turning them to red, while other members of the gang rig chains to the back of the truck. They turn the light green again, and as the truck pulls away, the chains tear the door open. When the trucker goes to the rear of his truck to investigate, he is knocked unconscious by a gang member, who then whistles for his cohorts to steal the load. Meanwhile, New York police officers Billy Wong (Jackie Chan) and Michael Alexander (Patrick James Clarke) are patrolling the neighborhood. On the radio, a dispatcher says that a truck was stripped by their premises, so the cops check it out. As the trucker comes to, he sees that his cargo has been stolen. Michael radios in the crime, while Billy passes the driver his hat, saying, "Welcome to New York".
