Po reunites with his biological father and travels with him to a secret sanctuary of pandas where, to his surprise, he does not fit in. After a global-scale nuclear war, the majority of earth's surface has become a wasteland, with most of the world's survivors fighting over the few uncontaminated food and water supplies. Kenshiro, the master of the deadly martial art Hokuto Shinken, is traveling with his fiancee Yuria (Julia in English version) when they are confronted by Ken's former friend Shin of the Nanto Seiken. After defeating Ken in combat, Shin engraves seven wounds on Ken's chest and leaves him for dead, taking Yuria with him. Ken's eldest brother Raoh, having witnessed the fight without intervening, returns to his dojo and challenges his Master Ryuken's decision to choose Ken as his successor over him. Raoh kills Ryuken and proclaims he will become the ruler of the new world.

The brash and ambitious Fong Sai-yuk meets the beautiful Ting-ting during a track and field competition and falls in love with her. Ting-ting is the daughter of Tiger Lui, a hot-headed hooligan. Lui stages a martial arts competition for interested men to participate and win his daughter's hand in marriage. The contestant must defeat Lui's wife, Siu-wan, in order to win. Fong joins the contest at his friends' urging and defeats Siu-wan. He catches a glimpse of his future bride, who is actually a servant maid to replace Ting-ting, who went missing during the contest. Fong decides to forfeit the match and leaves.

In 2010, social problems have overrun the poorer suburbs of Paris; especially Banlieue 13, commonly referred to as B13: a ghetto with a population of some two million. Unable to control B13, the authorities construct a high wall topped by barbed tape around the entire area, forcing the inhabitants within to survive without education, proper utilities or police protection behind the containment wall. Police checkpoints stop anybody going in or out. Three years later, the district has become overrun with gangs. Leïto (David Belle) is a fighter of such gangs. The beginning of the film depicts Leïto washing a case full of drugs down the drain, then escaping the gang who has come to collect the drugs. The gang's leader, Taha, kidnaps Leïto's sister Lola in retaliation; Leïto is able to rescue her and take Taha to the police station, but the police arrest Leïto and let Taha leave with Lola, stating that they're leaving the district.

The film begins in Seattle. Seattle police officers Madam Yeung Lai-ching (Cynthia Khan), Donnie Yen, and their Caucasian partner Peter Woods tail a group of Chinese cocaine dealers through a mall. Madam Yeung and Peter tail them to a seaport that night, where a shipment has just arrived from Hong Kong. Chinese workmen load crates into the drug dealers' truck. Madam Yeung, in defiance of Peter, acrobatically infiltrates the docks and enters the truck, but is caught by one of the workmen, Luk Wan-ting (Yuen Yat-chor). She convinces him that she's a stowaway illegal immigrant from Hong Kong, and he takes her to his nearby attic apartment, where he gives her some money to help her, as he and his brother too were illegal immigrants for seven years. He has just obtained legal ID cards for both of them. She tries to stealthily check in with Peter, who is tailing the cocaine dealers to an unknown location, but Luk grows suspicious and catches her.
