During the late 19th century, an unidentified Chinese man robs the Bank of England. To evade the police, he becomes the valet for Phileas Fogg, an inventor, taking the pseudonym Passepartout. Phileas, just before Passepartout arrived, had been trying to break the 50-mph speed barrier, and after succeeding with the help of Passepartout, they head to the Royal Academy of Science. There, Fogg is insulted by the other "brilliant minds", in particular William Thomson, 1st Baron Kelvin, who believes that everything worth discovering has already been discovered. Phileas is pressured into a bet to see whether he can travel around the world in 80 days. If he wins he will become Minister of Science in Lord Kelvin's place, if not he will destroy his lab and never invent anything again. Phileas and Passepartout start their journey around the world, taking a carriage and leaving London after a confrontation with Inspector Fix, a corrupt officer hired by the Royal Academy of Science to stop them.

Four days after the events of the first film, detective James Carter is on vacation in Hong Kong, visiting his friend, Hong Kong Police Force Chief Inspector Lee, as he was sent along with Lee in saving the life of the Chinese counsel's daughter in Los Angeles. The fun is put on hold when a bomb explodes at the United States Consulate General, killing two undercover U.S. custom agents inside. Inspector Lee is assigned to the case, which becomes personal when it is discovered that it somehow involves Ricky Tan, his late police officer father's former partner. Tan, who was suspected of having a role in Lee's father's death - though the connection was never proven - is now a leader of the Triads. This, however, causes a rift between Lee and Carter, the later who simply wants to enjoy his vacation and not get into any danger.

While traveling by carriage through the wilderness, they pick up a friendly cowboy named Billy, who is almost dying of thirst. When the party stops to have lunch, a bunch of hostile Native Americans ambush them. Wong, Clubfoot and 13th Aunt escape unharmed but their carriage slides off a cliff and falls into a river. 13th Aunt and Clubfoot are rescued and taken to Bucktooth So's clinic. However, Wong hits his head on a rock and loses his memory as a consequence. He is saved by a Native American tribe.
