Renegade KGB agents hijack a plutonium shipment inside the United States and use it to plant a nuclear device in the Saudi Arabian Ghawar oilfield. They threaten to detonate it, thereby contaminating 50% of the world's oil reserve, unless Israel withdraws its settlements from the West Bank. The fact that the KGB is behind this threat is unknown, as the culprits are believed by the Israelis and Americans to be Islamic fundamentalist extremists. The American president contemplates starting a war with Israel, in order to save the world from oil crisis. The director of the CIA offers the president an alternative solution.

Colonel Duncan Grant (Brian Aherne) is a British officer during World War I. When the British high command get wind of a German plan, titled The W Plan, from the lips of a dying German officer, Major Ulrich Muller (George Merritt), they send Grant behind enemy lines to learn the details. After successfully being dropped by airplane near the German town of Essen, where he makes his way to home of the dead German who was responsible for the plan. Grant is chosen because he speaks fluent German, having spent a significant amount of time in Germany prior to outbreak of hostilities. While in Essen, he runs into an old girlfriend, Rose Hartmann (Madeleine Carroll). When he and Rose go to a nearby café, he is approached by German officers and asked for his papers. While he has the documents taken from Muller, the Germans become suspicious, and Grant has to make a quick getaway. Unfortunately, the plane he is supposed to meet with to make his escape is shot down, after which Grant is arrested for desertion.

British Captain Bill Hamilton meets and is attracted to American fashion designer Ann Morgan in Paris during the Phoney War stage of hostilities. The fashion house where she works is a center of German fifth columnists, headed by Van Der Stuyl and Madame Florien. MI5 suspects Ann herself is a spy, but Bill is certain she is innocent. Her friend, Count Raul De La Vague, however, has been gulled by Van Der Stuyl and Madame Florien into believing that they are working for Franco-German peace and cooperation against communism. The count is told to donate an ambulance to the French cause. A German spy conceals a message inside the door.

Nick Rivers (Kilmer), a United States rock star, has the number one song in America ("Skeet Surfing"). He travels to East Germany to perform at a cultural festival, and at a dinner, he sees the beautiful Hillary Flammond (Gutteridge), a member of the resistance movement, attempting to avoid the authorities. He pretends to be her date to get to know her, and performs an impromptu song and dance ("Tutti-Frutti") mistakenly thinking that he was asked to do so, to the delight of Hillary and the crowd but to the annoyance of the emcee who intended to introduce someone else. He later sees Hillary at a ballet, where she is trying to meet with a resistance contact, but is met by the police instead. Nick saves her and they try to escape, but Nick turns himself in so that Hillary can get away. He is taken to a prison where he is questioned and tortured, but he knows nothing and does not break. In an escape attempt, he ends up in the secret lab of Dr. Paul Flammond (Gough), a brilliant scientist developing the "Polaris naval mine", a device that can destroy the entire NATO submarine fleet; the Germans force him to work by threatening to kill his daughter Hillary. Nick is recaptured and scheduled for execution.

Moore and his apartment roommate Manolo go on a vacation to Paris, France. After touring some of Paris, in a cafe Moore meets Sasha Banicek (Linda Fiorentino), a Czechoslovakian girl. Eventually, Jonathan has intercourse with Sasha, losing his virginity.
