Joe Dirt is a custodian at a Los Angeles radio station, sleeping in a janitor's closet in the basement. A producer discovers Joe being bullied in the hallway, and drags him into the studio to talk live on the air with famous disc jockey, shock jock Zander Kelly. Joe tells his life story. As a baby he had a mullet wig installed because the top of his skull had never formed. At age 8, he was left behind by his parents and young sister at the Grand Canyon. He does not know his real last name. After growing up in a series of foster homes, Joe arrives in Silvertown, a small town in the Pacific Northwest, where he meets beautiful Brandy and her dog, Charlie, and becomes a target for jealousy from Robby, the town bully, who has a crush on Brandy.

Mike Donnelly (Chris Farley) is driving an advertisement truck to support his brother Al Donnelly's (Tim Matheson) campaign for Governor of Washington. The mouse and his child are two parts of a single small wind-up toy, which must be wound up by means of a key in the father's back. After having been unpacked, they discover themselves in a toy shop where they befriend a toy elephant and toy seal. The child mouse proposes staying at the shop to form a family, which the other toys ridicule. After breaking due to a fall from the counter, they are thrown in the trash. Outside, they become enslaved by Manny the rat, who runs a casino in the city dump and uses broken wind-up toys as his slave labor force. With the aid of a psychic frog, the mice escape and meet various animal characters on a quest of becoming free and independent self-winding toys. They rediscover the elephant and seal, who are somewhat broken down. Together they manage to form a family and destroy the rat empire.

In 1978, five childhood friends win their junior high school basketball championship. Much to Eric's chagrin, Sally continues to breastfeed Bean. Deanne is pregnant with another child and her mother (Ebony Jo-Ann) also lives with the family. His current wife, Gloria (Joyce Van Patten), is 30 years older than him. Marcus Higgins (David Spade) is a slacker and lothario. All five friends regularly harass each other in comedic fashion throughout the film: Lenny for being rich; Eric for being overweight; Kurt for being skinny and not being more useful; Rob for his way of saying "Maize!" and for having a much older wife; and Marcus for being sexually juvenile.

Following a friend's death, a group of three old friends go on an adventure, a search for the treasure of D. B. Cooper, which their dead buddy Billy planned for them years prior. They go through the forest along the way, avoiding a bear as well, before meeting two friendly hippies who help them get away. The hillbillies track them down, but not before the three friends meet D.B. Cooper's accomplice. The boys find D.B.'s bones and believe he burned his share of the money to survive. The hillbillies catch up to them and a fight ensues. Some quick thinking and a grenade causes a tree to fall on the rednecks and gives the guys a chance to get away. Once they escape the wilderness D.B.'s partner gives them his share of the money.
